Qualifications

Essential criteria

Master’s degree or equivalent training and extensive, relevant experience at senior management/leadership level in a Commissioning or Performance related area
Extensive expertise, knowledge and understanding of: o Business planning o Budget setting o Commissioning processes o Performance and Change Management o People Management o Quality improvement
Significant knowledge of performance and assurance management systems, tools, and best practice
In depth understanding of the challenges facing the health service in Wales and the impact of working in a rural setting.
Knowledge of Project and Programme Management techniques.

Experience

Essential criteria

Significant experience working at a senior managerial level.
Significant experience of contracting business case development.
Significant experience of leading the development of strategies, frameworks and commissioning improvement plans with the engagement of a wide range of stakeholders.
Evidence of specialist knowledge, expertise and experience in performance management and commissioning.
Evidence of creating and sustaining positive relationships with staff and stakeholders.
Proven work record of consistently achieving high standards and delivering objectives and priorities.
Experience of implementing or working to a rigorous performance management framewor
