Job overview

An exciting opportunity has arisen to join a dynamic and progressive Estates and Facilities team, based at Hollins Park but with a requirement to cover the whole MCFT footprint.

The successful candidate will be joining the department to support the management of the new Hard FM Contract . The role will also support the operational delivery of the Capital Backlog programme and minor works across the Trust footprint.

The operational Estates function is part of the wider Estates and Facilities Team and we offer opportunities for learning and the involvement in wider Estates projects.

Main duties of the job

 To support the Operational Estates lead to provide an effective Contract management service on behalf of the department and to support and manage the Estates officers in the delivery of their projects.

To be professionally responsible for the safe and effective operational management of the Trust’s outsourced contracts, including:
• Building and Engineering contracts
• Clock View LIFT Contract;
• Security Contract
• Any additional contracts procured in order to support the management of Estates services, and meet the needs of service users, carers and staff.

Detailed job description and main responsibilities

To be professionally responsible for the safe and effective operational management of the Trust’s outsourced contracts, including:
• Building and Engineering Services contracts
• PFI Contracts
• Security Contract
• Other additional support contracts or SLAs applicable to the operational estates department
2. To provide leadership of services provided in-house, as well as ensuring the optimum quality of services delivered through outsourced contracts in relation to reactive maintenance and, planned maintenance This includes the management of the Operational Estates Team as defined by the organizational structure.
3. To maintain an up-to-date knowledge of how to use the NEC4 or equivalent Term Service Contract to manage successful outcomes.
4. To establish and maintain good working relationships with the trust Hard services providers, working closely with them to ensure the contract achieves the desired outcomes for the trust.
5. Act as the Trust’s expert advisor with regard to Hard services, Security and other relevant contractors. 
6. Support in development of backlog and statutory maintenance investment programmes for inclusion within the Trust’s long-term financial plans, ensuring that the programmes are based on regular condition surveys and risk-assessed priorities.
7. To ensure that building, engineering and grounds maintenance, including minor new works, is carried out to appropriate standards and specifications.
8. To monitor and review the performance of external agencies/contractors engaged to provide estates and facilities services, and to ensure high quality and responsive services are provided within the resources allocated.
9. To ensure that regular meetings are held with all contractors to ensure adherence to KPI’s.
10. To provide regular reports to the Head of department to demonstrate performance against targets.
11. To ensure the Estates Project Officers provide audit reports in line with the required standard.
12. To contribute to the development of service specifications for outsourced services contracts. 
13. To ensure that all CAFM Terrier information is updated as appropriate in line with maintenance and minor new works.
14. To ensure that all services within the responsibility of the post operate within the Trust’s 
corporate governance and risk management policies and take account of relevant statutory and non-statutory frameworks.
15. To support the Capital Projects Lead in the delivery of maintenance-related works forming part of the capital investment programme, including:
• Backlog maintenance.
• Fire safety works.
• Anti-ligature works.
• Any additional project works. 
16. To ensure that all contracts are managed effectively through the robust auditing of performance, service helpdesk, financial applications and invoicing, in accordance with the terms of Service Contracts.
17. To manage the procurement and renewal of contracts in place at the appropriate end of terms of contract, end of contract and break clause release dates.
18. To provide, as appropriate, services contract and maintenance advice to the Estates and Facilities team, divisional leaders and senior managers within the Trust.
19. To support the Capital Projects Manager in the effective delivery of capital schemes.
20. To conduct all Trust business in accordance with the Trust’s guidance, policies and procedures.
21. To develop a working environment and culture that actively promotes health, safety, security and effective risk management, and to develop governance systems which enable service quality to be continuously reviewed and improved.
22. To develop and sustain partnership working with individuals, divisional leaders, service users, carers, communities and agencies.
23. To ensure, as appropriate, effective management and retention of information for Estates operations.
24. To be responsible for managing of expenditure for contracted services.
25. To ensure that all Helpdesk staff and Estates Project officers are aware of the contents of the 
corporate governance documentation listed below, and that they understand that noncompliance with these documents could lead to dismissal:
• Standing Orders (SOs)
• Standing Financial Instructions (SFIs)
• Scheme of Reservation and Delegation (SoRD)
• Standards of Business Conduct (SoBC)
26. To carry out, as appropriate, regular one-to-one and team meetings, and ensure that departmental processes are audited and reviewed on a regular basis.
27. To ensure that Personal Achievement and Contribution Evaluation (PACE) Reviews are undertaken in accordance with the reporting cycles.
28. To ensure appropriate Continuous Professional Development (CPD) activities are undertaken within the Estates department, and that records of these are maintained.
29. To exercise sound judgement skills to effectively manage factors which will have an impact on service delivery, e.g. finances, resources and sickness absence.
30. To carry out recruitment and selection of staff, ensuring orientation and induction programmes are effective.
31. To be responsible for staff management arrangements including communication, appraisal, grievance, disciplinary and sickness absence, in line with Trust policies and procedures.

Person specification

QUALIFICATIONS:

Essential criteria
  • Degree/HND in an Estates/Facilities Management or Building Engineering Services related discipline
  • Project management qualification – PRINCE 2
Desirable criteria
  • Masters degree
  • Chartered or equivalent membership status, of a recognised professional institution

KNOWLEDGE/EXPERIENCE:

Essential criteria
  • Contract Management experience
  • Experience of developing business cases
  • High level of knowledge and experience of the NEC3 TSC or equivalent
  • Understanding of financial management systems
  • Excellent knowledge of health & safety and risk management
  • Understanding of procurement management and interpreting specifications.
  • Contract management and negotiation skills.
  • Line management for a multi skilled team
Desirable criteria
  • Experience of working in the public sector
  • Working knowledge of NHS/public sector financial regimes
  • Experience of working with service users and the public in delivery/development of health care services and facilities

Skills

Essential criteria
  • Ability to prioritise work and develop appropriate schedules
