  • Primary and secondary mental health care for children and adults, including specialist inpatient child and adolescent mental health provision, perinatal mental health, and forensic services with low and medium secure care.
  • Specialist mental health inpatient care for individuals with learning disabilities, alongside specialist community support for children and adults with learning disabilities and autism, including intensive support.
  • Extensive community physical health and well-being services for children and adults, covering prevention, treatment, rehabilitation, and long-term condition management.

The Trust was first established in 2002 and employs approximately 7,500 staff who provide care from more than 400 sites. The organisation offers opportunities for medics, mental health, general nurses, children’s nurses, allied health professionals, psychology, administration and clerical staff, apprentices and volunteers, as well as those specialising in learning disabilities and community physical health services.

The Strategic P;anning & Development Team brings together a number of functions including strategy, planning, business development and partnerships. The Strategy, Planning & Development Manager will work across all team functions to lead and support a range of projects in line with team objectives whilst developing, maintaining and managing relationships both within the Trust and across external agencies and stakeholders. 

The post holder will be required to work in line with the Trust values and, as an integral member of the team you must understand and uphold the objectives, responsibilities and aims of the team to deliver an effective and efficient corporate function maintaining the team’s excellent reputation. 

This is an exceptional opportunity for an ambitious, motivated and experienced manager to join our values-led organisation working with a dynamic and delivery focussed team. 

Working hours: Monday to Friday, 37.5 hours across 5 days. Post holders will be expected to work flexibly between 8:00 and 18:00 

Main duties of the job

The post holder will work across all functions of the Strategic Planning and Development team to provide a holistic and flexible approach to support the needs of the team. Key duties will include: 

  • Support development of Trust strategies and enabler strategies 
  • Facilitate strategy development sessions 
  • Support the development of robust planning systems and processes 
  • Support the development the Trust’s Annual Operating Plan leading on specific elements as directed  
  • Support Networks and Corporate Support Services to develop their annual operational plan objectives in line the Trust’s strategic aims and national guidance  
  • Manage development of bids and tenders including support for Network Teams to develop narrative 
  • Develop business cases  
  • Lead Mobilisation / demobilisation of services in line with the approved Standard Operating Procedure and Policy 
  • Support partnership development and relationship management with a range of external partners and agencies 
  • Support the team to build relationships and forge positive links across the Trust and LSC System  
  • Support policy development  
  • Provide senior support to projects including attendance at meetings and events 
  • Build and maintain positive and effective working relationships with Networks,  Corporate Services and partner organisations to assess the impact of strategy on operational services

Essential criteria
  • Educated to Masters level or have significant experience in the areas of strategy, planning and development within the NHS.
  • Project Management qualifications and training or equivalent, extensive experience in a healthcare delivery role
  • Evidence of continuous personal professional development

Experience

  • Extensive management experience in a healthcare delivery role
  • Experience within an NHS leadership role
  • Experience of policy and strategy development

Knowledge

Essential criteria
  • Thorough working knowledge of the NHS and the healthcare system and current policy drivers within the UK e.g. 10 year Health Plan: fit for the future.
  • Knowledge of Local guidance, planning and policy documentation e.g. Trust / ICB Strategies
  • Managerial level knowledge and understanding of the NHS Planning Cycle from either a provider or commissioning perspective

Skills

Essential criteria
  • Excellent business writing skills including reports, business cases, papers and presentations
  • Excellent negotiating and influencing skills
  • Ability to work to deadlines without direct supervision but seeks help and support when required
