Main duties of the job

In this role, you will:

Provide visible and inclusive leadership for unplanned care transformation across the HCP.

Develop and deliver evidence-based models of care and pathway redesign.

Use population health intelligence and complex data to inform decisions and support system improvement.

Ensure service changes improve quality, reduce unwarranted variation, and deliver value for money.

Work closely with commissioning, contracting, procurement and finance colleagues to embed changes through delegated contracts.

Build strong partnerships with providers, local authorities, PCNs, voluntary and community organisations, and local people.

Lead and develop a transformation team, promoting innovation, digital enablement and continuous improvement.

Detailed job description and main responsibilities

As Deputy Director of Transformation (Unplanned Care), you will work closely with commissioning, contracting, procurement, finance, clinical and operational teams to ensure that transformation is evidence-based, coproduced with partners, and aligned to both national priorities and local needs.

This role will also play a pivotal part in helping the Health and Care Partnership move toward a fully integrated health organisation with a population-based funding model.

You will be:

Providing strategic and day-to-day leadership of unplanned care transformation across the HCP.

Designing and delivering new models of care and pathway redesign.

Using population health insight and complex data to drive decision making.

Ensuring transformation aligns with national policy, local priorities, and commissioning frameworks.

Working collaboratively with providers, local authorities, PCNs, and the voluntary, community and social enterprise sector.

Leading and supporting a developing transformation team.

Promoting best practice, innovation and digital enablement.

Ensuring value for money while improving outcomes for patients and communities.

Person specification

Education and Qualifications

Essential criteria
  • Master’s level or equivalent experience
Desirable criteria
  • Formal leadership or management qualification

Knowledge

Essential criteria
  • In-depth knowledge of NHS policy, commissioning frameworks and governance arrangements
  • Knowledge of procurement, contracting and performance management processes
  • Strong understanding of health inequalities and approaches to reducing unwarranted variation
Desirable criteria
  • Understanding of population health management tools and approaches
  • Knowledge of local government policy and practice in social care and public health

Experience

Essential criteria
  • Significant leadership experience in health or care commissioning at Deputy Director level
  • Proven track record of leading or supporting large, complex redesign and transformation programmes
  • Experience of supporting the management of large budgets and ensuring value for money
  • Experience of staff line management and development
  • Competent at matrix working across multiple organisations to achieve results
Desirable criteria
  • Experience of developing outcome-based commissioning models
  • Experience of working with VCFSE sector partners in commissioning and co-designing services
  • Experience of joint commissioning with local authorities

  • High developed team management skills with ability to inspire, motivate and empower teams
  • Excellent communication, influencing and negotiation skills, able to work across organisational boundaries
  • Ability to handle complex matters and contentious issues
