Job overview

The Business Development Specialist leads the promotion, growth and performance of CPC Drive services, developing new business opportunities, managing senior stakeholder relationships across the NHS and public sector, and delivering complex commercial, contractual and income‑generating activity in line with strategic objectives.

Main duties of the job

The postholder will lead business development activity for CPC Drive, promoting and growing the service across NHS and public sector organisations.

They will manage senior stakeholder and supplier relationships, identify and secure new business opportunities, oversee complex commercial and contractual arrangements, monitor performance and income streams, and contribute to strategic planning, governance, and service improvement to maximise value and income generation.

Plan and implement new ways of working to ensure that the CPC Drive function best meets the need of the strategic priorities of the NOE CPC.

Facilitate collaborative working across teams, external suppliers, and partners.

Detailed job description and main responsibilities

  • Lead the development, promotion and growth of the CPC Drive service across NHS and wider public sector organisations, identifying and securing new business opportunities to maximise service uptake and income generation.
  • Act as a senior commercial lead for CPC Drive, managing complex relationships with NHS Trusts, Integrated Care Systems (ICSs), local authorities and other public sector partners, ensuring their requirements are understood and met.
  • Build, manage and maintain effective strategic relationships with key suppliers and partners, including oversight of supplier performance, contract compliance, KPIs and service delivery standards.
  • Take responsibility for negotiating and managing high‑value, complex commercial and contractual arrangements, ensuring they align with procurement regulations, governance requirements and organisational policy.
  • Analyse and interpret complex financial, commercial and performance data across multiple income streams to inform decision‑making, identify trends, mitigate risks and maximise ABI and other income.
  • Monitor, manage and report on income, expenditure and budget performance for CPC Drive activity, contributing to financial planning, forecasting and business cases.
  •  Lead and contribute to the development of commercial strategies, customer engagement plans and business development approaches that support organisational objectives and national NHS priorities.
  • Work collaboratively with internal teams across Commercial Operations, Finance, Procurement, IT and Communications to ensure coordinated delivery of CPC Drive services and continuous service improvement.
  • Provide authoritative advice and guidance on CPC Drive services, commercial models and procurement frameworks to senior stakeholders, including CPC Drive team colleagues, Heads of Service and Board‑level colleagues where required.
  • Support and influence change management activity, implementing new ways of working, systems and processes to improve efficiency, performance and customer experience.
  • Ensure robust governance, risk management and assurance processes are in place, including compliance with NHS policies, data protection, confidentiality and information governance standards.
  • Contribute to the development and implementation of policies, procedures and performance improvement initiatives relating to business development, contract management and customer relationship management.
  • Represent CPC Drive and NOE CPC at events, meetings, roadshows and external forums, promoting the service nationally and strengthening the organisation’s reputation.
  • Undertake audits, surveys and reviews of service performance, customer satisfaction and supplier delivery, identifying opportunities for improvement and growth.
  • Work autonomously, exercising professional judgement to manage competing priorities, resolve complex issues and deliver results within a fast‑paced, politically sensitive environment.
  • Excellent IT skills including advanced level Microsoft Office knowledge, including Excel.
