Job overview
We are seeking an experienced, motivated and highly effective Programme Director (fixed term - 14 months) to lead the development and implementation of the Trust’s Electronic Patient Record system, ensuring that its delivery is fit for purpose and is aligned to and supports the Trusts strategic objectives and future service models.
The post holder will ensure that a person/patient centric view is at the heart of the EPR programme.

Main duties of the job
The EPR Programme Director provides senior leadership for the Trust wide Electronic Patient Record (EPR) transformation programme.
The post holder is responsible for ensuring that the EPR system is designed, procured, implemented and embedded in a way that fully supports TEWV’s strategic objectives, Our Journey to Change, and future service models.
The successful candidate will lead internal and external stakeholder communications and engagement to build and establish effective relationships that engage with the design and delivery of the EPR Programme. They will additionally lead stakeholder communication and engagement across the Trust and ICS Regions

Detailed job description and main responsibilities
To lead benefits realisation, cultural change, digital adoption, and system optimisation across all care groups.
To establish and support the EPR Programme structure, embedding into the Trust’s governance and existing programmes of work, putting in place robust risk monitoring and reporting processes.
The post holder will be responsible for standing up and leading the programme team and governance through implementation and transfer to Business as usual.
To support cultural and behavioural change across the Trust which will enable a new way of working to be established to improve patient care and service delivery. To work, in partnership with the suppliers, Executive Teams and Senior Leadership Clinical Teams, to build the organisational readiness, to include appropriate conditions that will enable a smooth transition of the transformational change from programme to business as usual.
The postholder will be responsible for leading the overall development, mobilisation and implementation of the EPR system.

Qualifications
Essential criteria
- Post graduate master’s degree in an IT, Informatics or Digital subject or equivalent experience
- Formal project or programme management qualification (e.g. PRINCE2, etc.).
- Change management training or equivalent experience
- Leadership qualification or training
Desirable criteria
- Business case training or qualification
- Managing Successful Project (MSP) or Management of Portfolio (MOP) qualification
- Evidence of Quality Improvement qualification (e.g. QIS certified lead) or training
Skills/experience/knowledge
Essential criteria
- Significant experience delivering a complex, multi-year digital or EPR transformation Programme
- Significant experience of budget, contract and supplier management in a tightly controlled financial setting
- Experience delivering digital transformation at a senior level in a Health or complex organisational environment
- Advanced understanding of digital systems, data, analytics and clinical workflows
- Outstanding leadership, influencing and negotiation skills
- Highly credible and demonstrates ability to influence and gain the confidence of multidisciplinary groups and stakeholders, including senior managers / executive teams, staff, colleagues and customers
- Highly skilled in change management and able to overcome barriers to change and potentially hostile audiences. Proven experience with evidence of leading through change
Desirable criteria
- Experience of working across organisational and complex boundaries within a healthcare or customer service-oriented setting
- Major Programme Management experience, leading and delivering programmes in excess of £5m
- Skilled in financial and complex data analysis and understands how to demonstrate benefits realisation in a financially controlled environment
- Experience of Procurement and Contract management
- Experience of implementing Electronic Patient Records in the NHS
