The salary scale for a Band 3 has been adjusted as part of the NHS Agenda for Change pay award for 2026/2027 and will be implemented in August 2026 backdated to 01 April 2026 where applicable.
Job overview
The post holder is a Senior Finance professional within the Finance department with responsibility for the strategic direction, development, project and operational management of the Business Systems team. Responsible for the operational development and management of efficient and effective Business Systems and related business intelligence for BCULHB and WAST.
The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.
Main duties of the job
Post holder will look to standardise and improve business processes and applications through on-going business transformation and continuing improvement.
They will ensure that business systems and related systems are successfully maintained and managed and offer the highest quality of customer service ensuring issues are managed efficiently to resolution.
Post holder will ensure that business applications are fit for purpose, deliver the correct benefits and are effective and efficient.
They will ensure through the effective management of a highly skilled team, that these applications provide the right functionality in response to current and future business requirements.

Detailed job description and main responsibilities
Management of Business Systems.
Corporate responsibility for the provision of Finance Business Information Systems.
Lead the Business Systems team to deliver a quality service with good practice [ITIL] across all areas including:
- Incident resolution
- Helpdesk
- Business Systems applications and databases
- Business Intelligence
- Business systems deployment
- Disaster recovery and Business Continuity planning

Education
Essential criteria
- Masters Degree or equivalent professional, vocational qualification(s)/ industry experience
- Recognised qualification in at least one IT or related discipline
- ITIL qualification or equivalent
Desirable criteria
- PRINCE2 qualification
Experience
Essential criteria
- Substantial experience in IT, Business Systems project management and development
- Extensive experience of introducing and developing Business Systems and associated IT
- Experience of working to recognised support and delivery standards e.g. PRINCE2
Desirable criteria
- Experience of working in a leadership role in the NHS.
Knowledge
Essential criteria
- Understand budgetary control, governance, risk and assurance and resource allocation procedures
- Strong leadership and interpersonal skills and proven ability to drive change
- Knowledge of IT security standards and best practice in relation to IT and Business Systems
- Ability to prioritise significant workloads and resource them in response to changing demands and requirements
- Ability to collaborate constructively with internal and external partners to create the conditions for successful partnership working
