The Bedfordshire Luton and Milton Keynes (ICB) is responsible for planning and allocating resources to meet the four core purposes of the Integrated Care System (ICS), namely: to improve outcomes in population health and healthcare; tackle inequalities in outcomes, experience, and access; enhance productivity and value for money; and help the NHS support broader social and economic development.
Within this context, as the ICB develops as a statutory organisation, a significant challenge will be to determine how it effectively supports and enables place-based and local partnerships to take necessary action that will improve population health outcomes and reduce inequalities.

Job overview
We are seeking a proactive and detail-oriented HR Systems and Operations Officer to manage and deliver high-quality HR transactional services across our organisation.
This is a key role supporting the smooth operation of our transactional HR processes (workforce / recruitment/payroll), with a particular focus on systems, data accuracy, and compliance. In conjunction with the wider People team this role will provide advice and support on a range of HR issues including recruitment, pay changes, reporting and data, ensuring delivery of a high-quality People service.
About You:
- Strong experience using NHS ESR.
- Proven ability to manage transactional HR processes with accuracy and confidentiality.
- Experienced in coordinating recruitment and onboarding processes.
- Knowledge of e-learning platforms and digital content management
- Strong Excel skills with the ability to manipulate, collate, and analyse large data sets accurately
- Excellent attention to detail and administrative precision
- Excellent communication skills
- Excellent inter-personal skills with an ability to pro-actively build and foster good relationships with all candidates, staff and managers
- Able to work independently, meet tight deadlines, and adapt in a fast-paced environment
- Ability to travel to site/office locations on a regular basis
Main duties of the job
The postholder is required to:
1. With the support and guidance of the Resourcing People Partner provide a holistic, high quality and professional first-class recruitment service to ICB Managers, employees and applicants.
2. Responsible for Recruitment Administration, from creating and sending offer letters to coordinating interviews, managing pre-employment checks, and preparing employment contracts. |
3. Provide advice and support to recruiting managers i.e. support loading vacancies onto TRAC, where roles can be advertised, how to short-list etc. |
4. Provide advice and support on a range of HR issues including recruitment, pay changes, reporting and data.
5. Payroll Processing: Accurately input payroll data into the ESR system, ensuring timely and correct updates to employee pay records and personnel files. |
6. Process payroll for new starters using the Electronic Staff Record (ESR) system.
7. ESR System Support: Provide comprehensive support for the ESR system, including generating reports using Power BI, and processing employee data changes related to sickness, annual leave, and other relevant information. |
