Job overview

This is an exciting opportunity to be part of the Birmingham and Solihull Mental Health Provider Collaborative's Commissioning and Transformation Team. This role is predominantly working in the children and young people's space with a focus on infant mental health, perinatal mental health, and Parent and Infant Relationships (PAIR). 

This role will strengthen the relationship between infant and perinatal mental health within Birmingham and Solihull through the development of a Birmingham and Solihull strategy. The role will involve developing the strategy in conjunction with wider health agendas and the priorities of the local authorities to support the delivery of better outcomes. 

The post holder will lead on strategy, planning, redesign, policy, commissioning and performance management within a life course approach to mental health and will ideally demonstrate a level of subject matter expertise within infant and perinatal mental health.

You will have responsibility for leading key elements of the Commissioning and Transformation teams workplan such as:

  • Children and young people's transformation programme
  • Infant Mental Health; Perinatal Mental Health
  • PAIR (Parent and Infant Relationship) strategy

The ideal candidate will work in a collaborative manner drawing upon diverse perspectives including those of people who use and deliver services. Most importantly they will be committed to supporting improvements in mental health across the population of Birmingham and Solihull.

Main duties of the job

• Identifying and addressing key risks and areas of over/under performance in relation to mental health contracts
• Ensuring that the value of joint commissioning is realised and understood by all key stakeholders.
• Leading and supporting the implementation of key elements of the joint commissioning strategies for mental health.
• Lead and supporting the business planning processes to ensure that the commissioning team has appropriate systems in place to respond effectively to key changes in policy.
• Undertake specific pieces of scoping work within the commissioning team to inform planning and commissioning for the future.
• The role supports the business in driving transformation as well as value for money in planning, commissioning and service. 
• The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery. 

The post holder will be expected to be on site across Birmingham and Solihull at least two days a week to attend team meetings and events. We invite applications from candidates who are genuinely interested in proceeding to interview. Knowledge, Training and Experience

Essential criteria
  • Educated to masters level or significant experience in a senior managerial role in the NHS in a specialist area relevant to the job description. Evidence of post qualifying and continuing professional development. Achievement at a senior level. Delivering significant service change/improvement. Successful partnership working in a complex environment. Ability to influence change and service improvement. Must have an understanding of the background and aims of current healthcare policy and appreciate the implications of this on engagement. Should have an understanding of the relationship between NHS England and individual provider and commissioning organisations. Knowledge of national strategies and approaches. Good understanding of service improvement, innovation, change management, performance improvement across a range of disciplines and the application of theoretical tools and methodologies underpinning this. Good understanding of financial modelling and healthcare payment mechanisms including gain & loss sharing mechanisms. Experience of implementing service redesign. Experience of organising and facilitating training and engagement events for clinicians, patients, and other care groups. Commissioning experience and competencies across the commissioning cycle. Experience relevant to portfolio.
Desirable criteria
  • Experience of incorporating patient views into the performance monitoring of services. Experience of collaborative commissioning.

Communication skills

Essential criteria
  • Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups including patient groups. Negotiate on difficult and controversial issues including performance and change. Manage conflicts that may arise as a result of proposed service developments, or the decommissioning/reconfiguration of services, with the ability to proactively respond and diffuse situations. Monitor and work with provider leads to ensure compliance with performance targets.

Analytical skills

Essential criteria
  • Problem solving skills and ability to respond to sudden unexpected demands. Ability to analyse complex facts and situations and develop a range of options. Takes decisions on difficult and contentious issues where there may be a number of courses of action. Strategic thinking - ability to anticipate and resolve problems before they arise. Analyse performance of services to ensure targets are reached.

Planning Skills

Essential criteria
  • Demonstrated capability to plan over short, medium and long-term timeframes, develop project plans and allocate resource requirements accordingly.
Desirable criteria
  • Ability to develop strategies for integrated pathway across programme area. Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects.

Management Skills

Essential criteria
  • Must be able to prioritise own work effectively and be able to direct activities of others. Experience of managing and motivating a team and reviewing performance of the individuals. Ability to respond flexibly to circumstances, deal with competing priorities and work across a variety of work- streams. Use PMO information system to regularly update and create performance management reports. Demonstrate ability to diagnose resistance to change, to change attitudes and motivate individuals and groups.

Autonomy and Freedom to Act

Essential criteria
  • Ability to lead manager programme of projects and services. Must be able to use initiative to decide relevant actions and make recommendations to Sponsor/Manager, with the aim of improving deliverables and compliance to policies. Ability to make decisions autonomously, when required, on difficult issues, working to tight and often changing timescales. Experience of identifying and interpreting National policy. Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation).

  • Previously responsible for a budget, involved in budget setting and working knowledge of financial processes.
