Job overview

An Internal secondment would also be considered as well as fixed term.

The post holder will support the Head of Service to contribute to the effective delivery of commissioning and transformation activities on behalf of the Black Country Integrated Care Board (BCICB) based within the Place Division at The Dudley Group NHS Foundation Trust.  The post holder is required to work as part of a team committed to delivering and improving high quality care for the people of Dudley. They will play a key role in supporting the successful commissioning and transformation of a range of services and service improvement projects across the portfolio of children and young people, adults and older adult’s services. 

 

Main duties of the job

The Senior Strategic Commissioning and Transformation Manager supports the business in driving transformation as well as value for money in planning, commissioning and service delivery.

The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.

You will be accountable for:

 

  • Coordination of the programme and project management of commissioned health transformation initiatives
  • Holding a portfolio of activities delivering the strategic commissioning approach for community services achieving agreed milestones, benefits and outcomes.
  • Working to reduce health inequalities and improve outcomes for the cluster population
  • Supporting the commissioning of integrated community service models, delivered by providers
  • Supporting the leadership of programme teams and workstreams within the Place portfolio
  • Escalation and mitigation of risks, issues and dependencies 
  • Deputising for the Head of Strategic Commissioning and Transformation as appropriate

Detailed job description and main responsibilities

The job holder will be accountable for:

·        Developing and maintaining constructive relationships with a broad range of internal and external stakeholders to support commissioning and transformational activities on behalf of the Dudley Health & Care Partnership (DH&CP) which is hosted by Dudley Group NHS Foundation Trust.

·   The post holder will support the commissioning and transformational approaches and provide project support to key commissioning and transformation activities across the full range of the portfolio.

·          To support the review and redesign of pathways and performance management of services by engaging all stakeholders including providers, clinicians, practices, patients and partner organisations, ensuring high quality and cost-effective services are maintained.

·        Participate in relevant internal and external working groups/projects, services and initiatives to provide, information and analytical advice and expertise.

·        To support team members in development of project and delivery plans in partnership with key partners

·        Develop and implement data collection and business intelligences systems that will provide accurate and timely data.

·        Present information and issues, explaining highly complex issues, to a wide range of internal and external stakeholders.

·        The post holder will support the Head of Strategic Commissioning and Transformation to ensure that a portfolio of NHS, Independent Sector, Third Sector provider contracts and their workstream of programmes are planned and managed effectively and take the lead in assisting in their successful delivery.

·        Business case development, planning, risk and issue management monitoring and co-ordination of tasks, negotiation and conflict management, representing the Head of Strategic Commissioning and Transformation at meetings when required.

·        Working together with the Dudley Health and Care Partnership team ensuring assigned projects produce the required deliverables within the defined quality, time and cost constraints and facilitate full realisation of benefits defined in the business case.

·            Develop and implement appropriate information management systems to ensure information is properly managed and best practice is shared across the team, Directorate and the wider NHS Organisations.

·            Oversight and supporting the management of all aspects of the Team budget.

·            To liaise with other team members to share best practice.

·            The postholder must lead and develop, or contribute to the development of a high performing, outcome-focused and collaborative team that actively demonstrates the values of the Trust in its way of working.

Qualifications and Education

Essential criteria
  • Educated to Master’s level or equivalent level of experience of working at a senior level in specialist area
  • Extensive knowledge of specialist areas, acquired through post graduate diploma or equivalent experience or training plus further specialist knowledge or experience to master’s level equivalent
  • Evidence of post qualifying and continuing professional development
Desirable criteria
  • Member of relevant professional body

Knowledge and Training

Essential criteria
  • Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly
  • Experience of identifying and interpreting National policy
  • Experience of researching best practice (globally, private and public sector), interpreting its relevance and processes/ practices which could be implemented successfully to achieve system reform (advising on policy implementation)
  • Previously responsible for a budget, involved in budget setting and working knowledge of financial processes
  • Must have an understanding of the background to and aims of current healthcare policy and appreciate the implications of this on engagement
  • Should have an appreciation of the relationship between the Department of Health, the Strategic Health Authority and individual provider and the commissioning organisations
  • Working knowledge of Microsoft Office with intermediate keyboard skills
  • Needs to have a thorough understanding of and commitment to equality of opportunity and good working relationships both in terms of day-to-day working practices
