Walsall Healthcare NHS Trust provides integrated acute and community Healthcare in the West Midlands serving a population of 260,000 residents. Walsall Manor Hospital houses the full range of district general hospital services. The £170 million development was completed in 2010 and we are continually upgrading. Construction of the new integrated critical care unit was completed in 2018, extension of a Neonatal Unit and an approved plan to build a brand new, state of the art Emergency Department which commenced in 2021

We provide high quality, friendly and effective community health services from multiple sites covering Walsall. Our multidisciplinary services include rapid response and homebased care, so that those with long term conditions and the frail elderly can remain in their own homes.

You will act as a trusted HR partner, providing expert advice, guidance, and support across a broad range of HR matters, ensuring alignment with organisational objectives while mitigating risk.

You will provide comprehensive HR advice and support to managers and staff on all aspects of the employee life-cycle as well as support divisions to achieve operational and corporate objectives, ensuring workforce strategies enhance patient care and organisational performance.

Main duties of the job

To provide, guidance and support to managers and staff on all aspects of HR including, terms and conditions (Agenda for Change), job evaluation, absence management, managing performance and capability, disciplinary and grievance issues, TUPE and employment law.
Advise on organisational change programmes in accordance with annual plan and Cost Improvement Programme (CIP) requirements.
Produce monthly divisional workforce metrics in order to inform, monitor and challenge divisional performance.
Support the divisional team in re-designing job roles and functions to improve service delivery and financial stability with reference to CIP. 
Completion of proactive Workforce Planning with divisions in support of Divisional capacity to align with the annual planning process

Walsall Healthcare NHS Trust is an integrated Trust and the only provider of NHS acute care in Walsall, serving a population of 284,300, providing inpatient and outpatient services at the Manor Hospital as well as a wide range of services in the community. Walsall Manor houses the full range of district general hospital services under one roof. The £170 million development was completed in 2010 and the continued upgrading of existing areas ensures the Trust now has a state-of-the-art Critical Care Unit, Neonatal Unit, Obstetric Theatre, and Integrated Assessment Unit facilities. 

A new Urgent Emergency Care Centre was opened in March 2023. The two-storey development has significantly improved emergency care facilities and capacity and has provided almost 5,000 square metres of additional clinical space.

Essential criteria
  • HR degree / CIPD membership
  • Charted Institute of Personnel & Development Qualified – MCIPD/Masters qualification or equivalent level of experience

Experience

Essential criteria
  • Extensive experience in providing highly specialised HR advice and support to managers including, absence management, conduct, capability, disciplinary, grievance, management of change, TUPE and employment law.
  • Experience of leading HR within a specific area/Division
  • Experience of working in partnership with staff side/trade unions.

Skills Knowledge & Abilities

Essential criteria
  • Ability to demonstrate a detailed up to date understanding of employment legislation and its practical implementation
  • Ability to demonstrate a detailed understanding of the issues affecting HR environment
