Job overview
The Senior Building Manager is the senior technical discipline lead for building fabric and life safety systems across the Trust’s estate. The post holder leads the Building team, comprising the Building Manager and Building Team Leader who both report to this post directly, and owns statutory compliance for their discipline.
Main duties of the job
The post holder holds Lead Authorised Person status for Asbestos, Confined Spaces, and Working at Height, and holds the Authorised Person (Fire Safety Maintenance) appointment under HTM 05-01, covering fire compartmentation, fire doors and other passive fire protection measures. Fire risk assessment, fire training and fire safety projects sit with the Trust’s separate Fire Safety Adviser function and fall outside the scope of this post. The role also carries broader building fabric responsibility, including roofing, drainage, flooring, glazing and the external envelope.
The post holder provides technical and specialist advice to the Head of Estates Engineering, Operations colleagues and capital project teams, ensuring the Trust’s buildings remain safe, compliant and fit for purpose. They lead a team of Authorised Persons and Competent Persons, manage specialist contractors, and act as the Estates Lead interface for capital and minor works affecting building fabric.
This role contributes to the Estates Operational Strategy, the Integrated Management System (IMS), and capital governance processes, and holds delegated pay and non-pay budget responsibility for the Building team.

Qualifications
Essential criteria
- Degree in building surveying, construction, building services engineering, or related discipline, or equivalent experience.
- Evidence of continuing professional development.
- Lead Authorised Person training/appointment, or ability to achieve within an agreed timescale, for Asbestos, Confined Spaces, Working at Height and Authorised Person (Fire Safety Maintenance).
Desirable criteria
- Corporate or chartered membership (or working towards) of a relevant professional body, for example CIOB, IWFM or RICS.
- BOHS P405 (Management of Asbestos in Buildings), or equivalent.
- Master's degree in a relevant subject.
- NEBOSH or IOSH Diploma.
- Formal project or programme management qualification.
Knowledge & Experience
Essential criteria
- Substantial breadth of experience managing building fabric or multi-disciplinary estates services in a complex, multi-site environment.
- Experience leading Authorised Person teams and statutory compliance programmes.
- Experience managing specialist contractors and measured term or framework contracts.
- Experience of the capital or minor works interface (specification, derogation, commissioning, handover).
- Experience of incident investigation and root cause analysis.
- Line management experience, including performance, sickness and development.
Desirable criteria
- NHS or healthcare estates experience.
- Experience within an ISO 9001/IMS-aligned environment.
- Experience contributing to PAM, ERIC or equivalent assurance submissions.
Specific Skills
Essential criteria
- Negotiation and contractor performance management.
- Proficient in Microsoft Office and CAFM systems.
Special Circumstances
Essential criteria
- Ability to access roofs, plant areas, confined spaces and work at height as part of assurance and inspection duties.
- Physical capability for site inspection in all weather conditions.
