Job overview
The Technical Systems Manager provides strategic technical leadership for managed care records, acting as a senior subject matter expert in systems architecture, interoperability, integration strategy and future-state design across Central East.
The role shapes and influences technical direction, defining architectural standards aligned to national guidance and advising on data sharing, connectivity, interoperability and system alignment across health, social care, VCSE, pharmacy and neighbouring ICS's.
Bringing deep expertise in solution design, clinical data models and stakeholder engagement, the post holder ensures managed care records are secure, scalable and interoperable. Working strategically, the role identifies opportunities for optimisation and innovation, provides authoritative advice to senior leaders, and ensures alignment with national standards, emerging technologies and the NHS long-term digital strategy
Main duties of the job
The Technical Systems Manager plays a key operational role within Central East Integrated Care Board (ICB), taking responsibility for the effective delivery of services, projects, and programmes within their area of work. This role is responsible for the management and coordination of activities within a defined area, ensuring that performance, quality, and improvement objectives are achieved, considering options for action to deliver on the requirements and any adjustments to plans that may be needed.
Communicating with a variety of stakeholders, ensuring that complex information is a communicated in a way that is understood, and ensuring tact and diplomacy where this may be contentious.
Working as part of a multi-disciplinary team, the postholder provides professional and supportive leadership, subject matter expertise enabling operational delivery, and contributes to service improvement and transformation.

Knowledge

- Experience and specialist expertise in systems architecture, solution design, clinical data models and data and interoperability standards.
- Expertise in leading and coordinating digital projects or services in a multi-agency environment
- Understanding of NHS structures, Integrated Care Systems, and current health and care priorities
- Experience in operational planning, performance monitoring, and delivery of agreed objectives
- Evidence of working collaboratively with a range of stakeholders, including clinicians, partner organisations, and community groups
