Job overview

Public Health Wales is recruiting a Technical Information Manager (Cancer) to work as part of the Welsh Cancer Intelligence and Surveillance Unit (WCISU), the national cancer registry for Wales.  This is an exciting opportunity for those with experience of specialised cancer data in Wales.  This senior role will provide wide-ranging strategic and operational leadership in advancing cancer data development programmes and service improvements for the cancer registry.   

The post-holder will need to provide expert advice on cancer datasets, clinical coding, data governance and contribute to a range of national programmes working in partnership with organisations across the UK to produce high quality cancer information at a population level.   In addition, the post holder will have line management responsibilities and will deputise for the Head of Cancer Registration on occasions, as required.

This hybrid role, based in Cardiff, and offers the opportunity to make a meaningful contribution to cancer outcomes in Wales.  Flexible working hours can be considered in line with PHW flexible working policy.

 

Main duties of the job

The post holder will have strong leadership and management skills with the ability to deliver cancer information programmes and manage data workstreams to support data acquisition, data standards, business change and service improvements, ensuring data quality and accessibility.   You will act as the subject matter expert for issues relating to cancer data and information systems and work with stakeholders regarding the sourcing, availability and access to new and emerging complex clinical cancer data as required to add value to health care and population health.   Responsibilities will include analysing complex datasets, advising on data sharing and governance protocols, managing staff development and contributing to benchmarking and research by working in collaboration with other NHS departments, organisations and external agencies in Wales, UK and internationally.

Detailed job description and main responsibilities

The Technical Information Manager (Cancer) supports the Welsh Cancer Intelligence and Surveillance Unit (WCISU) in improving how cancer data are collected, managed, and used across Wales. This role focuses on delivering cancer information programmes, managing complex data workstreams, and ensuring that cancer data is accurate, timely, and accessible to support services, research, and policy.

A key part of the role is working closely with a wide range of stakeholders, including NHS Wales, Digital Health and Care Wales (DHCW), Welsh Government, clinicians, researchers, and UK-wide partners. You will build and maintain strong working relationships, ensuring that cancer data meets the needs of users and supports improvements in care. You will also represent WCISU in national forums and working groups, helping to align cancer data practices across the UK.

The post-holder will lead the introduction of innovative practices, using emerging technologies such as artificial intelligence and automation to improve data processes and reduce manual effort. This includes supporting the development of new tools and systems that enhance how cancer data are captured, analysed, and shared.

Key responsibilities include:

Managing cancer data workstreams and supporting improvements in data quality, completeness, and accessibility.

Acting as a subject matter expert on cancer datasets, coding classifications (e.g. ICD-10, OPCS-4), and staging systems.

Advising on dataset development, data sharing protocols, and information governance.

Applying AI and automation to streamline data workflows and improve efficiency.

Analysing complex datasets to support service delivery, performance monitoring, and research.

Building and maintaining effective relationships with stakeholders across NHS Wales, government, and external organisations.

Representing WCISU in national discussions and contributing to benchmarking and collaborative projects.

Supporting research and development activities, including data disclosure agreements and publications.

Managing staff performance, training, and development, ensuring compliance with mandatory training and policies.

Overseeing financial resources, contributing to business cases, and ensuring effective use of budgets.

Ensuring compliance with data protection legislation and information governance standards.

Reviewing and improving internal processes to support continuous improvement and innovation.

This role requires excellent communication and interpersonal skills, the ability to manage multiple projects, and a strong understanding of cancer data and healthcare environments. You will be confident in using technology to solve problems and committed to improving services through collaboration and innovation.
