Please be advised that there is a temporary top up for Bands 1,2 and 3 to reflect the incorporation of the top up to the living wage of £12 per hour - £23,465 per annum. This temporary top up will be in place until the annual pay uplift for 2024/25 is confirmed

Detailed job description and main responsibilities

The post holder is expected to:

manage teams, which include dedicated project and directorate resources contributing to service improvement project delivery
mentor colleagues and transfer skills for quality improvement in order to grow and embed improvement capabilities within the organisation and to champion their role across the UHB
have specific service improvement programme responsibilities, often working within tight timescales and competing demands
work with highly complex, sensitive and contentious information with a high degree of autonomy
be responsible for delivering cultural change across the organisation

Qualifications

Essential criteria

Educated to Masters level or equivalent level of knowledge and experience
Highly developed knowledge of quality improvement methodologies and techniques, acquired through formal training, experience and/or qualification.
In-depth specialist knowledge and expertise across a range of disciplines including Performance Management, Project Management, Quality and Service Improvement Tools/Techniques.
Up to date knowledge and understanding of current priorities within NHS Wales

Desirable criteria

Recognised training in an improvement methodology
Knowledge of NHS Wales and the political environment
Knowledge of UHB information systems e.g. PMS, Business Intelligence System, Clinical Portal, Ward Clinical Workstation
Knowledge of collating, analysing and interpreting data over time to support quality improvement e.g. run charts, SPC, pareto etc

Experience

Essential criteria

Demonstrable experience in the management and successful, quantifiable delivery of service improvement programmes using Improvement methodology
Experience of partnership working and stakeholder management

Desirable criteria

Significant experience of working at a senior level within the NHS or related organisation
Demonstrable experience in the management and successful, quantifiable delivery of service improvement programmes across healthcare systems using QI methodology

Skills

Essential criteria

Ability to work effectively with and gain and retain confidence of clinicians, managers and other staff
Excellent analytical skills to develop, read, interpret and disseminate complex data and information to others.
Ability to perform and deliver under pressure, including dealing with complex and contentious issues in a hostile environment
Highly developed interpersonal skills, a natural facilitator.

Desirable criteria

Working knowledge of budgets and financial management, coupled with sound financial control skills.
