Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.

The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Job overview

This is a unique and impactful opportunity to join Digital Health and Care Wales (DHCW) in a pivotal Engagement & Partnerships role with a focus on system wide engagement and collaboration. The postholder will support key DHCW Strategies, working with NHS Wales and partners. The role will have a particular focus leading initiatives in the area of inclusive leadership and digital talent development, including the NHS Wales Women’s Digital Leaders Initiative. 

Main duties of the job

You will lead the design and delivery of initiatives that support inclusive leadership and digital talent development, with a particular focus on the NHS Wales Women’s Digital Leaders Initiative. You will be responsible for developing a detailed workplan that includes clear deliverables, timelines, and success measures. You will collaborate with internal teams and external partners to ensure all activities are inclusive, accessible, and aligned with national digital transformation goals. You will facilitate engagement activities such as workshops, panels, and forums, and promote the use of the Welsh language. You will analyse performance data, prepare reports for senior audiences, and drive continuous improvement. You will also manage stakeholder relationships, support budget planning, and lead communications in partnership with the corporate communications team.

Detailed job description and main responsibilities

You will act as a lead engagement specialist, taking ownership of key activities and ensuring a professional and effective approach to engagement. You will work closely with senior colleagues across DHCW including Engagement, People & Organisational Development and Communications to support strategic goals. You will build and maintain partnerships with NHS Wales, commercial partners, Welsh Government, and other stakeholders. You will design and evaluate engagement activities, prepare reports and briefings for boards and committees, and maintain clear and consistent communications. You will support training and development for yourself and others, demonstrating DHCW’s values and Compassionate Leadership Principles. You will ensure all initiatives reflect best practice and contribute to a culture of learning, inclusion, and continuous improvement.

Qualifications and Knowledge

Essential criteria
  • Educated to Masters Degree level or equivalent experience, with practical knowledge and experience relevant to stakeholder engagement, and/or project management.
  • Highly developed in-depth specialist knowledge and experience of engagement techniques, approaches, and procedures, and developing initiatives that deliver measured impact across organisational boundaries.
  • Knowledge of relevant tools and techniques for engagement, including traditional, innovative, and online/digital methods.
  • Strong understanding of talent development programmes and inclusive leadership principles and their application in organisational settings.
Desirable criteria
  • Knowledge of the NHS, other healthcare systems, or the health sector, including regional or national variations.
  • Knowledge of project management principles, methodologies, and governance frameworks.

Experience

Essential criteria
  • Proven track record in developing and delivering leadership and/or inclusion initiatives to drive change
  • Confident and experienced in developing a collaborative approach, dealing with competing priorities and negotiating and influencing to drive successful outcomes.
  • Proven ability to work strategically and align initiatives with organisational goals
  • Experience in drafting briefings, business cases, and correspondence for senior audiences for example Executive Directors.
  • Proven experience of working with and leading teams across departments and organisational boundaries to drive and deliver outcomes
  • Experience in designing new processes, evaluating, and improving them to drive impact and organisational success.
Desirable criteria
  • Experience working with external partners, such as commercial partners, educational or inclusion-focused organisations to co-develop and deliver activities.
  • Experience managing or contributing to digital talent pipelines (e.g. digital apprenticeships, graduate schemes, or upskilling initiatives).
