Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.

The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Job overview

The Associate Director of Commercial & Social Value provides strategic leadership and expert guidance on all aspects of commercial procurement, contracting, and Social Value for the organisation. This post plays a pivotal role in ensuring value-for-money procurement decisions align with environmental sustainability goals, Welsh Government targets, and organisational objectives. 

 

As the Associate Director of Commercial & Social Value, you will: 

  • Lead the development, delivery, and continual improvement of commercial strategies aligned to procurement and Social Value. 

  • Oversee complex commercial negotiations and high-value procurement programmes. 

  • Drive innovation and carbon reduction through sustainable procurement practices. 

  • Collaborate with internal and external stakeholders to align procurement practices with national Social Value policy and legislation. 

Working in collaboration with health boards, government, clinical leaders, and digital programme teams, the postholder will develop and deliver strategies to measure and improve value across digital services, champion NHS Wales' net zero ambitions, and shape national policy and investment decisions.

  • Provide organisation-wide leadership on commercial and Social Value, driving a culture of outcome-focused, cost-effective, and environmentally responsible service delivery. 

  • Lead the development, implementation, and monitoring of DHCW’s Commercial and Social Value strategy, aligned to Welsh Government and NHS Wales objectives. 

  • Advise the Executive Team and Board on strategies and performance related to commercial and Social Value. 

  • Manages strategic risks in relation to supplier performance and delivery to ensure efficient and effective digital services 

  • Influence and support system-wide adoption of patient-centred and carbon-conscious decision-making frameworks. 

  • Lead a multi-disciplinary team responsible for commercial and Social Value. 

  • Provide professional leadership to procurement and Social Value specialists. 

  • Develop workforce capability and succession planning for commercial and Social Value roles. 

  • Champion Social Value across all levels of the organisation. 

  • Responsible as line manager for the commercial team and additionally as the lead for DHCW’s multi-disciplinary social value teams across the organisation 

  • Responsible for the delivery of social value training across DHCW and national leadership on digital social value  

  • Responsible for initiating and developing Social Value related R&D programmes, which have an impact outside the organisation for example across NHS Wales or in collaboration with key strategic partners. 

Person specification

Qualifications and Knowledge

Essential criteria
  • Master’s degree or equivalent qualification in procurement, business, or sustainability (or equivalent experience).
  • Chartered Institute of Procurement and Supply (CIPS) or equivalent professional accreditation.
  • In-depth understanding of commercial law, public procurement regulations, and sustainable procurement frameworks.
  • Evidence of continuous professional development.
Desirable criteria
  • Environmental or sustainability-related qualification (e.g., IEMA, Sustainability Accounting Standards Board or similar).
  • Comprehensive understanding of NHS Wales or broader public sector procurement.
  • Understanding of Net Zero, Social Value, and Circular Economy policies within a public sector context.

Experience

Essential criteria
  • Significant experience in a senior commercial or procurement leadership role with political astuteness.
  • Proven track record of delivering large-scale, high-value procurement programmes at a national level and / or involving multiple organisations.
  • Experience embedding Social Value into procurement decision-making.
  • Experience influencing and presenting to Boards and senior stakeholders.
  • Experience with risk management in commercial and procurement settings.
  • Track record of driving innovation through commercial strategy.
  • Experience managing multidisciplinary teams and building capability.
  • Experience implementing performance monitoring frameworks and KPIs
  • Effective relationships with external providers, to include NHS regulators and stakeholders, with the ability and vision to build effective strategic relationships to deliver service improvement
  • Effective management of relationships with Audit Committee and Executive Management Team including ability to inspire trust and loyalty of staff and management of organisational change
  • Experience of producing and implementing business plans.
  • Compassionate leader with emotional intelligence, drive for improvement, personal resilience and sense of humour.
  • Experience managing complex supplier relationships and contracts.

  • Experience working within NHS, wider public sector, or regulated procurement environments.
  • Experience developing and implementing decarbonisation strategies.
