Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.

The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Digital Health and Care Wales (DHCW) is seeking a highly experienced and dynamic individual to join our team as the Assistant Director of Planning. This is a unique opportunity to play a pivotal role in shaping the future of digital health and care services in Wales. 

Main duties of the job

About the Role:

As the Assistant Director of Planning, you will be responsible for leading the strategic planning and portfolio management functions within DHCW. You will work closely with senior leadership to develop and implement strategic plans that align with our organisational goals. Your role will involve overseeing the portfolio management process, ensuring that our projects and initiatives are effectively managed and delivered on time. You will be the professional lead for our  Planning and Portfolio Management  framework covering strategic, operational and emergency planning functions.

Key Responsibilities: 

  • Lead the development and implementation of strategic plans and initiatives. 

  • Oversee the portfolio management process, ensuring alignment with organisational goals. 

  • Establish and maintain PMO standards to ensure consistency and quality across all projects. 

  • Collaborate with senior leadership and other stakeholders to ensure successful project delivery. 

  • Provide expert advice on strategic planning, portfolio, programme, and project management.

About You: The ideal candidate will have a strong background in strategic planning and portfolio management, with substantial experience in a leadership role. You will have excellent analytical and problem-solving skills, with the ability to think strategically and make data-driven decisions. Strong communication and interpersonal skills are essential, as you will be working closely with a range of stakeholders, including senior leadership, project teams, and external partners.  

Qualifications: 

  • You will typically have programme, portfolio management and benefits certifications and advanced theoretical and practical knowledge of a range of planning and project frameworks and methodologies.  

  • Proven experience in strategic planning and portfolio management,  

  • Strong leadership and team management skills. 

  • Excellent analytical and problem-solving abilities. 

  • Strong communication and interpersonal skills. 

  • Experience in the health and care sector is desirable but not essential.

Qualifications and Knowledge

Essential criteria
  • A Masters degree in an associated professional field (or equivalent qualification / experience).
  • Managing Successful Programmes (MSP) certification
  • Further evidence of relevant higher-level education and/or training
  • Extensive knowledge and expertise gained through practical experience of working at this level
  • Evidence of continuous professional development.
Desirable criteria
  • Theoretical and specialist knowledge gained via - Management of Portfolios certification, Management of Benefits certification, PRINCE 2 practitioner

Experience

Essential criteria
  • Enterprise-wide planning
  • Setting up and/or running a Portfolio Management Office
Desirable criteria
  • NHS and/or Public Sector experience in a senior role
