Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.

The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Job overview

DHCW supports interoperability between the various components of the NHS Wales national architecture, managed by Integration services through a combination of technologies to support interoperability. 

The Integration team transforms and standardises messages containing patient information for sharing across the NHS Wales’ Messaging Fabric, a key part of the national infrastructure. DHCW is beginning an extensive program of migration, modernisation and expansion, with a view of replacing Fiorano with a custom-built messaging solution and we wish to recruit a Lead Developer to join the Integration Platform Team.  

In line with the National Data Strategy, a non-proprietary cloud hosted solution is needed, that is vendor neutral and agnostic to market influence to avoid supplier lock in and rising support and maintenance costs, an in-house developed solution will allow DHCW and NHS Wales the capability to deliver integration services that support national strategies in an efficient, cost-effective manner reducing the dependency on 3rd party proprietary solutions. 

You will be expected to work with staff at all levels in helping us deliver our strategic plan by placing quality, safety and innovation at the centre of what you do. You will play a key role in working alongside a multi-disciplinary team to support the delivery of new products and enhancements to existing systems. 

Main duties of the job

Proven experience using Integrated Development Environment (IDE) to write software code and produce elegant, robust and maintainable software applications. 

Working toward a previously built design solution, you are expected to take the lead in the development and ensure it is rigorously tested and documented in accordance with DHCW and industry best practices. 

Working largely independently, under the guidance of a solutions architect, there will be opportunities to work with a range of system and user interface technologiesIn addition to new developments, you will be involved in developing solutions to integrate legacy systems.

In the role you will: 

  • Work with stakeholders and get involved in the entire project lifecycle 

  • Using technical expertise and experience, guide users and other stakeholders on the most effective way to solve business problems  

  • Use version control software such as GIT or SVN to manage development work properly 

  • Work as part of an agile development team to design and write high-quality software. 

  • Play a key role working alongside experienced software professionals in a multi-disciplinary team to support the delivery of new products and enhancements to existing systems which include Web, Windows and Cloud based applications. 

  • Research relevant new technology, assessing its potential for enhancement of existing services. 

  • Leverage Agile principles to understand and suggest improvements to the development process to empower the team with better collaboration and communication. 

  • Guide development and influence the future of the platform and its technology. 

  • Design, develop and implement scalable applications, microservices and APIs based on defined architecture frameworks and guidelines 

  • Work with team members to integrate new code into existing continuous integration (CI) and continuous delivery/deployment (CD) pipelines. 

  • Leverage Agile principles to understand and suggest improvements to the development process to empower the team with better collaboration and communication.

Qualifications and Knowledge

Essential criteria
  • Master’s degree in an associated professional field (or equivalent qualification / experience).
  • Further evidence of relevant higher-level education and/or training e.g. Knowledge gained through practical experience of working at this level, across the range of work procedures and practices.
  • Evidence of continuous professional development.
Desirable criteria
  • Professional Registration: Registered IT Technician (RITTech)
  • FEDIP Senior Practitioner, or equivalent recognised advanced professional qualification.
  • Knowledge of the NHS, other healthcare systems, or the health sector, including regional or national variations

Experience

Essential criteria
  • Substantial experience of working on digital products and services, in a similar role, with multi-disciplinary teams.
  • Proficient in software tools which automate or assist part of the development process.
  • Proficient in a set of codes and syntax (supported by software tools) that enables the unambiguous translation of specified functionality into source code for the creation of computer programs.
  • Proficient in methods and techniques for structured reviews, including reviews of technical work products, test plans, business cases, architectures and any other key deliverables.
  • Familiar with software tools which automate or assist any part of the testing process across all or part of the testing lifecycle.
  • Familiar with the collaborative DevOps approach consisting of agile practices, processes, and procedures designed to facilitate rapid IT service and product delivery.
