Lead Delivery Manager
Band 8a
Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.
The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Job overview
We’re looking for up to four Lead Delivery Managers to work directly with our product teams as they design and deliver digital services that support preventative, community, and mental health care across Wales.
This is a hands-on delivery leadership role. You won’t be off to the side running governance — you’ll be embedded with Developers, Engineers, Testers, and User-Centred Design professionals. Your role is to serve the team, helping delivery flow, removing blockers, and fostering a culture of openness and continuous improvement.
Main duties of the job
What you'll be doing
• Serve and support teams: creating the environment and practices people need to deliver effectively.
• Focus on flow and outcomes: using Agile and Lean practices, delivery metrics, and data to help teams improve.
• Coach and enable: developing the skills of your team and working with communities of practice to grow delivery capability.
• Work in the open with Product Owners and users: making delivery transparent through open roadmaps and aligned to real needs.
What we’re looking for
• Proven experience leading cross-functional digital teams (as a Delivery Manager, Scrum Master, Agile Coach, or equivalent).
• Strong knowledge of delivery flow, using tools like cumulative flow diagrams, throughput and WIP measures.
• Confidence working with senior stakeholders, while staying close to day-to-day delivery.
• A collaborative, servant-leader style: motivated by helping teams succeed rather than directing from a distance.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications and knowledge
Essential criteria
- Educated to Masters level (or equivalent qualification / experience)
- Expert of Agile and Lean practices
- Certification such as Professional Scrum master or equivalent
- Evidence of continuous professional development
- Expert at supporting multi-disciplinary teams in the delivery of products and services.
Desirable criteria
- Understanding and knowledge of health service terminology and information requirement
- Knowledge/awareness of DHCW and how it supports the NHS in Wales
- Working knowledge of the NHS and national developments and policy initiatives
- Membership of a professional organisation, such as Scrum Alliance, Scrum.org, Internation Scrum Institute, Agile Alliance
Experience
Essential criteria
- Extensive delivery management experience.
- Proven ability to lead complex projects and coach multi-disciplinary teams through the product life cycle. · Excellent expectation management skills.
- Extensive experience using Agile principles and how to apply them for the delivery of technology programmes.
- Demonstrable experience with introducing agile and lean practices into an organisation.
- Expert at balancing multiple priorities and dealing with ambiguity in a highly complex, diverse and changing environment
- Demonstrable focus on details including metrics, KPIs and process.
- Experience in budget management, contracting and managing on-going service agreements with 3rd party suppliers
- Pragmatic, innovative problem solver.
- Expert at coaching teams to apply a user centred focus and to deliver to service standards
- Expert at creating a positive environment to support a strong team culture.
- Expert at ensuring quality in the delivery of products and services.

- Excellent communication skills, both written and verbal, with the ability to clearly and concisely document plans and deliverables. Able to navigate and negotiate through complex or contentious situations.
- Strong leadership and management skills; planning and organisation of several complex activities or programmes, which require the formulation and adjustment of plans.
- Welsh Language Skills are desirable levels 1 to 5 in understanding, speaking, reading, and writing in Welsh
