Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.
The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. We are looking for a proactive and knowledgeable People Officer to join our newly formed People Services team. This is a fantastic opportunity to make a meaningful impact by supporting managers and staff across DHCW with expert advice and guidance on a wide range of people matters.
As a People Officer, you will:

Provide professional, specialist advice on People policies and procedures.

Promote fair, transparent, and consistent practice in line with employment law, national guidance, and organisational plans.

Act as a key intermediary between managers and the wider People function, helping to resolve employee relations issues and support strategic workforce priorities.

Work both autonomously and collaboratively to deliver high-quality support and solutions.

Main duties of the job
To be responsible for organising their day to day workload and associated activities.
To implement People policies within the Division.
To contribute to DHCW initiatives in order to facilitate implementation of the People Policies and ensure consistency of application across DHCW.
To provide suggestions and draft recommendations for changes to People Policies and Procedures and Manager Guidance documentation.
To proactively identify issues with the implementation of current People policies etc. to ensure that essential changes are brought to the attention of the policy lead and the changes made to continually meet the needs of the service.
To develop and deliver People & OD Training sessions for managers, on a range of People policies and procedures.
To be responsible for the delivery of a range of comprehensive and timely People support and advice services to managers and staff.
To utilise ESR and other workforce databases to create and run reports to respond to organisational requests and need.
To be responsible for taking notes/minutes at formal meetings, including taking notes during investigation meetings where required.
To be responsible for maintaining and updating staff information (storage and retrieval) in personnel files and within ESR.

To provide direction and advice to managers and staff, in relation to accessing specialist People support and advice when implementing the corporate objectives/plan.
To provide consistent advice and guidance to managers in dealing with Workforce matters, including grievance, attendance, capability, disciplinary and resourcing issues. This includes supporting managers and involvement in investigations, preparation for and provision of advice on cases for hearings and participation in meetings, most of which will be of a sensitive and complex nature.
To coach managers to find solutions to the challenges and issues they are presenting for advice / discussion.
To take a proactive role in advising and developing plans for managing and reducing absence within the Divisions to help achieve the organisation’s targets. Analysing reports, attending management meetings and giving advice to managers to address the issues.
To participate in the implementation of people projects, as directed by the Assistant People & OD BP.
To be educated to degree level or have the equivalent knowledge obtained via experience gained in working in an operational People Role. To be CIPD qualified.
To have a sound understanding of employment law, the statutory requirements and national guidance e.g. ACAS Codes of Practice and best practice in respect of workforce policies and procedures.

- Educated to degree level or have the equivalent knowledge obtained via experience gained in working in an operational HR Role.
- CIPD Qualification or equivalent proven experience and willingness to work towards
Experience
Essential criteria
- Demonstrate a range of People Advisory experience in a medium sized organisation.
- Experience in one or more areas of HR involving more complex issues / cases
- Demonstrate experience in investigating and advising in employment relations cases at disciplinary and other hearings.
Desirable criteria
- Good knowledge of AfC Terms and Conditions of Service
- Experience of working in a NHS organisation Using an Action point based system
- Trained Job matcher / evaluator

- Ability to develop effective working relationships with colleagues and trade union partners
