Help shape the future of medical education in Wales
Health Education and Improvement Wales (HEIW) is seeking an exceptional clinical leader to take on the role of Postgraduate Medical Dean with responsibility for secondary care and Foundation training programmes and working in close partnership with the Primary Care Dean who leads on GP training. This is a nationally influential position at the heart of medical education reform, workforce transformation, and quality improvement across NHS Wales.
As a visible and strategic leader within HEIW’s Medical Directorate, you will oversee postgraduate medical education and training for all secondary care and foundation doctors in training (resident doctors), working closely with the Primary Care Dean and senior colleagues across the multi‑professional education portfolio.
This is a unique opportunity to shape the next generation of the medical workforce, strengthen educational governance, and drive system‑wide improvement across Wales.
Please note that the post will be appointed on either the Consultant Scale (082-MD003-0126) or GP Educator Scale GP06 (082-MD004-0126). Applicants are only required to submit one application depending on contract type.
Main duties of the job
As Postgraduate Medical Dean for Secondary Care and Foundation, you will:
- Provide strategic leadership for postgraduate medical education and training across secondary care and foundation programmes in Wales
- Ensure high‑quality, safe, equitable training environments that meet GMC standards
- Lead major programmes of work in medical education, academic training, and workforce development
- Work in partnership with Health Boards, Trusts, Welsh Government, universities, Royal Colleges, and UK‑wide bodies
- Support the Medical Director in the Responsible Officer function for doctors in training

Qualifications and Knowledge
Essential criteria
- Full specialist and license to practice with the General Medical Council
- Relevant postgraduate medical education qualification or equivalent
Experience
Essential criteria
- Evidence of regular successful participation in appraisal
- Further evidence of management training and a commitment to ongoing professional development
- Must be or have been a practicing Hospital, Public Health Consultant or GP
- Considerable leadership and management experience at a senior level in the NHS or related sector with a demonstrable track record of delivery and change management
- Considerable experience in medical education and understanding of current landscape of medical education
- Understanding of and experience in investigating and oversight of complaints and medical fitness to practice concerns.
Skills and Attributes
Essential criteria
- Good understanding of the context for postgraduate medical education in Wales and the UK, the NHS and a strong grasp of all aspects of medical career development
- Experience and understanding of leadership and delivery of under and postgraduate medical education in both primary and Secondary Care settings.
- In-depth knowledge of education training and development systems and processes in health care systems
- In-depth knowledge of how workforce development and research underpin contemporary medical practice.
- Proven track record of leading change within complex systems
- Successful initiation and facilitation of strategic partnership
- Working and alliances through excellent relationships
Desirable criteria
- Welsh Language Skills are desirable (levels 1) in understanding, speaking, reading, and writing in Welsh.

- Able to work flexibly and autonomously when required.
- Ability to travel between sites in a timely manner.
