Job overview

To play a key role in exploiting data collected by Primary Care Services and to enhance the data analysis, interpretation and presentation skills in the group, including influencing the development of relevant datasets to appropriately reflect the information needs of current NHS Wales initiatives.

To carry out innovative analyses and produce reports into the quality of data held by Primary Care Services and ensure that analysts are aware of potentially problematic areas.

Provide guidance on data and analytical matters to both internal and external customers and junior members of staff.

Main duties of the job

To ensure that all information is subject to standard quality and checking procedures, maintaining and enhancing the relevant documentation to contribute to the knowledge management and sharing within the team.

Ensure that information released from Primary Care Services is fit for purpose and complies with information governance.

The post holder will be required to lead projects in the area of Analysis and Statistical Services and will be required to represent Analysis and Statistical Services on major projects within Primary Care Services as well as outside organisations. This will involve organising and attending meetings and liaising with other members of the project team and NHS Wales/Welsh Assembly Government/Academic contacts.

Present results of analyses to NHS Wales/Welsh Assembly Government/Academic contacts either by written reports or visual presentations.

Responsible for the investigation, development and implementation of best practice and information governance and ensures procedures are updated to reflect changes in practice or legislation. Provides advice to the department and ensures adherence to Caldicott principles, Data protection and FOI. This involves liaison with NHS Wales organisations, Welsh Assembly Government and all Wales groups. Chairs internal working groups, advising on best practice and data quality.

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

Qualifications & Knowledge

Essential criteria
  • Educated to degree level (or equivalent)
  • Demonstrate evidence of continued professional development
  • Specialist technical knowledge of programming/query Languages and medical terminology/clinical coding.
  • An understanding of the information needs of the Health Service and how to produce suitable information to meet these requirements.
  • Good knowledge of legislation relating to data protection and the release of confidential information.
Desirable criteria
  • Specialist knowledge of Primary Care informatics.
  • Prince II

Experience

Essential criteria
  • Proven record of delivery in an information based environment
  • Experience of working to deadlines in a customer focused environment.

Aptitude & Abilities

Essential criteria
  • Proven analytical and numeric skills. Excellent knowledge of data warehousing, relational databases, information systems and software packages, such as Microsoft Structured Query Language, Microsoft Analysis Services including multidimensional expressions. Expert knowledge of MS Office software packages, including Microsoft Excel, and structured programming skills are essential.
  • Effective communication skills demonstrating a variety of approaches in order to convey key messages to influence decision making.
  • Ability to develop and present information in own area of expertise to senior health professionals, using presentational aids.
  • The ability to manage, motivate and aid development of staff, demonstrating a commitment to personal development.
  • Project management skills and the ability to take a lead role in project management and development.
  • Advanced keyboard skills
Desirable criteria
  • Up to date skills in presentation of data using an industry standard tool – preferably PowerBI or QlikView.
