Job overview
We are looking for a skilled and driven Delivery Manager / Scrum Master to support agile delivery across Public Health Wales’ digital and data transformation portfolio. This pivotal role ensures high-impact projects are delivered on time, within scope, and aligned with strategic and operational priorities.
You will apply agile methodologies across multiple workstreams—facilitating ceremonies, coaching teams, and fostering collaborative, adaptable ways of working. Acting as a key liaison between technical and non-technical stakeholders, you’ll translate complex digital concepts into accessible language and ensure seamless communication throughout the project lifecycle.
The role sits within the Research, Data and Digital Directorate and contributes directly to the organisation’s strategic goals. You’ll work closely with cross-functional teams, senior leaders, and external partners to help shape effective, future-ready services across the health system.

Main duties of the job
Facilitate the effective delivery of digital and data projects using agile methodologies such as Scrum, Kanban, and Lean. Coordinate agile ceremonies including sprint planning, stand-ups, and retrospectives, ensuring team collaboration and alignment with organisational goals. Support product owners in defining user stories and delivery priorities. Develop and maintain delivery plans, manage risks and dependencies, and ensure timely reporting to senior stakeholders. Act as the main contact for stakeholders, translating complex digital concepts into accessible language and promoting transparency across teams. Coach and mentor cross-functional teams to embed agile practices, encourage self-organisation, and promote a culture of responsiveness and high performance. Manage delivery documentation, budgets, and ensure compliance with NHS governance and information standards. About the Role
Join Public Health Wales as a Delivery Manager / Scrum Master and play a pivotal role in transforming how we deliver digital and data services across the organisation.
You'll drive agile delivery across our digital portfolio—facilitating sprints, coaching teams, removing blockers, and ensuring projects land on time, on scope, and on strategy. From improving team performance to translating complex ideas for non-technical audiences, your leadership will make a tangible impact on health services in Wales.

- Champion Agile: Lead ceremonies, embed best practices, and tailor agile approaches across Scrum, Kanban, and Lean delivery models.

- • Level 7 qualification / Masters or equivalent demonstrable working experience
- • Project Management qualification
- • Agile Certified Practitioner
- • Certification in Scrum Master or equivalent.
Experience
Essential criteria
- • Proven demonstrable knowledge of digital and data governance practices within a healthcare setting.
- • Strong background in leading digital transformation projects using agile methodologies such as Scrum, Kanban, or Lean.
- • Significant experience working as a Delivery Manager, Scrum Master, or in a similar agile delivery role within a digital or data-focused environment.
- • Extensive experience in managing end-to-end delivery processes, including project initiation, planning, execution, and post-delivery review.
- • Experience working with cross-functional, distributed teams and managing projects with varying levels of complexity.
- • Experience with project management tools and maintaining project documentation to support project governance.
- • Experience in line management, with the ability to coach, mentor, and provide leadership to teams.
- • Experience of managing multiple priorities and deadlines, ensuring delivery targets are met without compromising quality.
- • Experience of managing budgets including external funding and procurement processes.
