We’re seeking a forward-thinking Delivery Manager / Scrum Master to join our Research, Data and Digital Directorate. This is a dual role that blends delivery leadership with hands-on agile coaching—perfect for someone who thrives in dynamic environments and wants to help shape how agile is embedded across digital and data programmes.

As we continue to mature our agile capability, you’ll play a central role in guiding teams, facilitating agile ceremonies, and ensuring delivery is aligned with organisational priorities. You’ll work across multiple workstreams, supporting teams to deliver value while fostering a culture of collaboration, learning, and continuous improvement.

Main duties of the job

This is a dual role that blends the responsibilities of a Scrum Master and Delivery Manager. You will:

- Drive agile delivery across digital and data projects using Scrum, Kanban, and Lean methodologies.
- Facilitate agile ceremonies including sprint planning, stand-ups, retrospectives, and reviews.
- Coach and mentor teams to become self-organising, high-performing units.
- Collaborate with Product Owners and Service Leads to refine user stories and prioritise backlogs.
- Develop and maintain delivery plans, manage risks and dependencies, and ensure timely delivery.
- Translate complex technical concepts into accessible language for stakeholders.
- Promote agile best practices and foster a culture of continuous improvement.
- Engage with senior leaders and cross-functional teams to ensure alignment and transparency.
- Support change management and ensure delivery aligns with NHS governance and policy.

Detailed job description and main responsibilities

This is a unique opportunity to shape how agile delivery is embedded across Public Health Wales. As a Delivery Manager / Scrum Master, you’ll be at the forefront of our digital and data transformation—guiding teams, influencing culture, and ensuring that delivery is both strategic and sustainable.

You’ll wear two hats:
As a Delivery Manager, you’ll take ownership of delivery planning, risk management, and stakeholder engagement—ensuring that projects stay on track and deliver real value.

As a Scrum Master, you’ll coach agile teams, facilitate ceremonies, and help teams continuously improve how they work.

This dual role is ideal for someone who thrives in complexity, enjoys working across boundaries, and is passionate about making agile work in the real world.

What You’ll Be Doing:

Driving Agile Maturity: You’ll help teams adopt and adapt agile practices that suit their context—whether that’s Scrum, Kanban, or a hybrid approach. You’ll support product owners in shaping backlogs and help teams stay focused on delivering value.

Leading Delivery: You’ll manage delivery timelines, dependencies, and risks across a portfolio of digital and data initiatives. You’ll ensure that delivery is transparent, well-governed, and aligned with organisational priorities.

Building Relationships: You’ll work closely with senior leaders, service managers, and technical teams—translating between business needs and digital solutions. You’ll be a trusted advisor who brings clarity and confidence to complex programmes.

Championing Change: You’ll support change management efforts, helping teams and stakeholders navigate new ways of working. You’ll promote agile thinking through communities of practice, show-and-tells, and knowledge-sharing sessions.

Coaching and Mentoring: You’ll foster a culture of learning and improvement—coaching individuals and teams to build confidence, autonomy, and resilience. You’ll also line manage staff and contribute to the ongoing development of the business operations team.

Ensuring Accountability: You’ll track progress, manage budgets, and ensure that delivery is underpinned by robust documentation and governance. You’ll help ensure that our digital transformation is not only ambitious—but also safe, inclusive, and sustainable.

This role is ideal for someone who is equally confident facilitating agile teams and navigating complex delivery landscapes—someone who can zoom in to resolve blockers at the team level and zoom out to align delivery with broader organisational goals.

  • • Level 7 qualification / Masters or equivalent demonstrable working experience
  • • Project Management qualification
  • • Agile Certified Practitioner
  • • Certification in Scrum Master or equivalent.

  • • Proven demonstrable knowledge of digital and data governance practices within a healthcare setting.
  • • Strong background in leading digital transformation projects using agile methodologies such as Scrum, Kanban, or Lean.
  • • Significant experience working as a Delivery Manager, Scrum Master, or in a similar agile delivery role within a digital or data-focused environment.
  • • Extensive experience in managing end-to-end delivery processes, including project initiation, planning, execution, and post-delivery review.
  • • Experience working with cross-functional, distributed teams and managing projects with varying levels of complexity.
  • • Experience with project management tools and maintaining project documentation to support project governance.
  • • Experience in line management, with the ability to coach, mentor, and provide leadership to teams.
  • • Experience of managing multiple priorities and deadlines, ensuring delivery targets are met without compromising quality.
  • • Experience of managing budgets including external funding and procurement processes.
  • • Experience of generating plans, that are multi layered in various formats, including easy read. • Experience of people management
