THIS POST IS FIXED TERM FOR 33 MONTHS DUE TO FUNDING.
We are seeking a highly skilled and motivated Lead Developer to join our dynamic Digital and Data team at Public Health Wales. You’ll focus on solving complex challenges by leading the technical design, development, and delivery of high-quality digital solutions that support national health services. By taking impactful decisions, and driving the success of your team, you’ll help shape the future of digital health services in Wales. It’s a great time to join us as we’re adopting new technologies and growing our technical professions.
The role sits within the Research, Data and Digital Directorate and contributes directly to the organisation’s strategic goals. You’ll work closely with cross-functional teams, senior leaders, and external partners to help shape effective, future-ready services across the health system.

Main duties of the job

Lead the design, build, integration, and maintenance of scalable, secure, and interoperable software systems.

Provide technical leadership and mentorship to developers and digital colleagues.

Collaborate with stakeholders to ensure systems meet technical, clinical, and business standards.

Champion agile and user-centred development practices and collaborating with diverse teams.

Ensure compliance with data protection, cyber security, and national digital infrastructure standards.

Manage service components, troubleshoot issues, and ensure systems meet performance KPIs.

As a Lead Developer, you will be responsible for delivering robust digital solutions that align with Public Health Wales’ strategic goals. Qualifications and Knowledge
Essential criteria
- • Masters or Level 7 Qualification, or equivalent experience delivering similar outcomes in an associated professional field
- • Knowledge gained through practical experience of working at this level, across the range of work procedures and practices.
- • Evidence of continuous professional development.
Desirable criteria
- • Professional certification e.g. Professional Scrum Developer, Microsoft certified
- • Knowledge and experience of APIs, RESTful services and Microservice Architectures.
Experience
Essential criteria
- • Experience of leading teams and driving changes in technology whilst fostering a supportive development and collaborative culture alongside other roles and disciplines.
- • Proven ability to take ownership of complex development projects and deliver quality solutions on time.
- • Strong experience with programming languages (C#, JavaScript), related frameworks (.Net) and structures (MVC)
- • Familiarity with database technologies (SQL)
- • Experience with container platforms (i.e. Docker, OpenShift)
- • Proficiency with cloud platforms (i.e. AWS, Azure) and modern DevOps tools
- • Experience with version control tools (Git and building CI/CD pipelines)
- • Solid understanding of designing and developing RESTful APIs or microservices
- • Extensive experience in systems analysis, design, and IT project management.
Desirable criteria
- • Knowledge or experience of developing on cloud-based environments such as AWS and Azure.
- • Knowledge or experience of developing front-end elements using Blazor.
- • Other programming languages (Java, Python)
