Detailed job description and main responsibilities
The post holder will take a lead role in the administration, development and maintenance of the Trust’s Financial Management and Business Systems ensuring system integrity, controls, interfaces,
subsystems, BI tools and all closedown requirements are properly managed.
The post-holder will be expected:
- to be responsible for the integrity, administration and support of all finance business systems
- to be proactive in identifying potential system developments and provide advice on the most appropriate way to approach those developments, including process automation
- to plan and prioritise a wide ranging annual work plan, for example developing timetables and planning resources for testing cycles; liaising with a variety of colleagues, other organisations and stakeholders to ensure reporting requirements are met and systems are kept up to date
- to provide front line financial systems support and advice to a wide range of staff, managers and clinicians
- to work with service providers, all Wales Oracle consortium and Public Health Wales NHS Trust colleagues to develop and improve current systems and practices
- to deal with a complex array of data in the most efficient way possible, utilising a range of technological solutions and assessing the most appropriate tools
- take a lead role in ensuring that all-Wales system developments are fully risk assessed, tested and successfully implemented locally
- to contribute to and influence the all-Wales Oracle consortium in acquiring and developing system functionality that will benefit Public Health Wales NHS Trust and Wales as a whole
- contribute to and influence all-Wales and internal user groups within the Finance and Purchase to Pay (P2P) functions
- deliver improvements to end users from multiple work streams, by developing and designing bespoke solutions through a range of applications and software, including robotics
- represent the Finance Systems Team as and when required

Qualifications
Essential criteria
- Educated to post-graduate level or qualified by specialist experience in a financial, informatics or systems environment
Desirable criteria
- AAT (Level 4)
Experience
Essential criteria
- Significant years’ experience of working in the NHS, acquiring specialist knowledge relating to a financial, informatics or systems environment
- Able to demonstrate experience of working in a customer focused manner (internal & external to the Trust)
- Demonstrable experience of delivery, including projects and system or service change, to strict deadlines
Desirable criteria
- Able to demonstrate using SQL, VBA for development of and querying databases/reports
- Oracle Financials (all modules) administration, support and development
Skills
Essential criteria
- Advanced level of application software skills in for example, including Excel, PowerPoint, Outlook & Word, SharePoint etc.
- Strong verbal communication skills
Desirable criteria
- The ability to speak Welsh or willingness to learn
Knowledge
Essential criteria
- Knowledge of finance and procurement processes
- High degree of technical ability related to business systems
- Have a good understanding of accounting systems and requirements.
Desirable criteria
- Understanding of information processes
