Finance Manager - Accounts and Control

This role encompasses Agile Working, with the office base being Capital Quarter 2 in Cardiff. There may also be a need to travel to other Public Health Wales sites on occasions.
Main duties of the job
If successful, you will be responsible for the day-to-day performance and management of the Financial Accounts team.
This role provides the core statutory accounting functions and manages key financial systems and processes for the Trust. It includes responsibilities that are concerned with financial control procedures and policies, governance and legislative requirements, financial transactions, systems and external statutory reporting.

Essential criteria
- CCAB qualified with full Member Status, or qualified by equivalent relevant experience.
- Commitment to and evidence of Continuing Professional Development (CPD).
Experience
Essential criteria
- Highly developed specialist knowledge in areas of financial accounting.
- Experience of working at a senior level in a large complex organisation.
- Experience in producing a wide range of financial and management information, reports and analyses to senior management and executive level teams.
- Experience of providing financial training to, advising and producing guidance for nonfinance managers
- Experience of attending senior management meetings and working with non-financial senior managers.
- Proven ability of preparing financial accounts in line with legal requirements and agreed timetables with experience of producing good quality year-end accounts and working papers
- Experience in implementing current tax legislation such as Self-employed tax, Value Added Tax and PAYE
- Experience of working autonomously, and implementing policy and procedures across a corporate finance function
- Proven experience in managing and motivating staff
- Demonstrate experience of successfully advising and influencing on the application of IFRS
- Experience of dealing with both Internal and External Auditors
Desirable criteria
- Experience of working in the NHS and a thorough understanding of the NHS Finance regime
- Experience of establishing and maintaining financial systems and developing new systems that are sound, effective, efficient and automated

Essential criteria
- A detailed understanding of International Financial Reporting Standards (IFRS)
- A highly developed knowledge of the principles of financial reporting and control
- An appreciation of NHS financial accounting, financial and non financial NHS policies, procedures and issues
- An understanding of procurement issues.
- Strong Interpersonal skills with ability to work autonomously and as part of a team.
- Highly developed written and verbal communication skills to enable the postholder to discuss and explain accounting treatment decisions
- Ability to work on multiple complex tasks, working to tight deadlines.
- Highly developed analytical interpretational and comparative skills capable of dealing with highly complex sensitive information to support rational decision making.
- Excellent Analytical and Numerical Skills. Expertise in advanced financial modelling using spread sheets, and proven experience of advanced knowledge of Microsoft Excel;
- Ability to work and make decisions under pressure.
- Produces work with attention to detail.
- Ability to work under own initiative.
- Keyboard skills required for data input into financial ledger and report writing.
- Extensive experience of computerised financial accounting systems.
Desirable criteria
- Ability to speak Welsh or willingness to learn.
- Knowledge of the financial Oracle system.
