Job overview
An opportunity has arisen to support the Public Health Wales (PHW) Vaccine Preventable Disease Programme (VPDP) objectives in Wales, working with key staff in the VPDP, PHW, the wider NHS and other organisations in a multidisciplinary, multi-agency setting. To take the lead on evidence synthesis and other specific VPDP programme areas, and to support All Wales training activities.
Candidates are required to deliver a short presentation. Details will be emailed to short-listed candidates.
Main duties of the job
The work of the Lead Public Health Evidence and Knowledge Analyst will focus on evidence synthesis for effective and evidence-based delivery for all national immunisation programmes. Key elements include reviewing published and grey literature to synthesis guidance and information supporting high performance in vaccination systems, identifying and engaging with key stakeholders, and collaborative working across NHS and non-NHS organisations. Influencing and negotiating will require a high level of knowledge, skill and competency.
The post holder will support the Vaccine Preventable Disease Programme (VPDP) within Public Health Wales and contribute to the development of specific areas of the programme to support the strategic goals of Public Health Wales. The post holder will deliver programme objectives by working with the programme team. The team will providing nursing, scientific, information and administrative functions

Qualifications
Essential criteria
- An undergraduate degree, or equivalent, in a natural or social science or in library and information management
- A Master of Public Health or equivalent
- Evidence of continuing professional development
Desirable criteria
- Experience of evidence management and / or synthesis
- Formal training in Epidemiology or relevant experience
- Project Management
Experience
Essential criteria
- Highly specialised knowledge and experience of research, evaluation or evidence synthesis techniques and procedures
- Using research, evaluation and evidence synthesis to answer complex public health questions
- Scoping, designing and delivering complex projects
- Experience using quantitative and/or qualitative techniques for research or evaluation
- Line management and staff development
- Designing and delivering training on qualitative and / or quantitative methods as part of research and evaluation
- Writing in a range of styles for a range of audiences, from brief summaries through to in-depth technical reports
Desirable criteria
- Direct experience of working with diverse senior professional and managerial groups across a range of organisations and professional disciplines
- Undertaking meta-analysis
- Experience in epidemiological analysis in public health
Skills
Essential criteria
- In-depth knowledge and experience of standard computer software (Microsoft Office) and specialist software for evidence synthesis, epidemiological/ statistical analysis or qualitative analysis.
- Turning a complex public health problem into an answerable question
- Able to engage and negotiate with stakeholders to understand and deliver service requirements
- Literature retrieval, screening for relevance and critical appraisal
Desirable criteria
- Ability to read technical reports translated into Welsh to assure that the sense and meaning is retained
- Ability to communicate with the media, government or stakeholder representatives about evidence findings though the medium of Welsh or English
- Speak Welsh
Knowledge
Essential criteria
- Knowledge of a broad range of databases and other resources and their application to evidence based practice
- Knowledge of copyright law and its implications for obtaining and sharing sources
- Practical and theoretical knowledge of Public Health practice
Desirable criteria
- Knowledge of current national public health related strategies and policies relating to vaccination and immunisation
- Knowledge of epidemiological principles relating to vaccination and communicable diseases
- Understanding the environmental and “political” context in which public health services work

- Able to multi-task in a fluid environment, able to prioritise, plan and manage workload, managing complex and multiple pieces of work
- Able to lead and to support team members especially when they are placed under pressure
- Able to deal with personnel issues and performance management
