Velindre University NHS Trust is seeking an experienced and highly skilled Estates Manager to lead the Trust-wide estates function, ensuring safe, sustainable, and compliant healthcare environments. This senior role involves strategic planning, operational estates management, capital project delivery, and oversight of compliance across engineering services and critical systems.

Main duties of the job
You will act as the Trust’s principal estates expert, advising senior leaders, managing complex construction and engineering projects, and ensuring adherence to statutory, legislative, and regulatory requirements. The role requires strong leadership, policy development, budget management, and the ability to drive long-term infrastructure and decarbonisation goals.

Detailed job description and main responsibilities
- Lead the development, implementation, and continual improvement of a Trust-wide estates function, applying expertise in estates and facilities management, capital delivery, and strategic asset planning to support safe, sustainable, and effective healthcare environments.
- Ensure Trust-wide compliance with all relevant statutory, legislative, and regulatory requirements through highly technical oversight of engineering services and infrastructure, acting as the Responsible and Authorised Person across critical systems.
- Lead projects from inception to completion, managing highly complex construction and engineering schemes. Develop, implement and review Trust-wide estates and compliance policies, including those that enable delivery of long-term infrastructure and decarbonisation goals.
- Provide robust internal and external audit and assurance for estates compliance, risk management, performance, and policy implementation across the Trust’s estate portfolio.

Qualifications and Knowledge
Essential criteria
- • Master’s Degree / equivalent in an appropriate discipline or equivalent relevant experience
- • Technical, construction and project management skills
- • Health and Safety knowledge e.g. Health and Safety and Work regulations
- • Legislation with regard to statutory and Health and Safety with regard to the Estate including COSHH, asbestos and legionella
- • Good working knowledge and understanding of environmental sustainability issues and carbon reduction
Desirable criteria
- • Mechanical/electrical engineering qualification
Experience
Essential criteria
- • Estates management background and experience of operational estates management within a hospital environment
- • Significant experience at a senior management level within an NHS estates/ facilities professional role
- • Experience in planning and financial management
- • Experience of managing teams/people/budgets
- • Experience of working with NHS
- • Estates Hospital Technical Memorandums and Building Notes
- • Experience of development of strategies and polices
