Business Change Manager (Cloud)

Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.

The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. It will improve the way data is collected, shared and used. Please check your email account regularly. Job overview

Job Summary: The Business Change Manager (Cloud) leads and manages the implementation of national programmes and projects, focusing on migrating systems from physical data centres to cloud-based networks. Key responsibilities include:

  • Implementation of National Programme: Ensuring projects produce required products within specified time and cost constraints.
  • Capacity Development: Developing regional capacity for new ways of working, offering expertise, facilitation, and redesign tools.
  • Stakeholder Engagement: Engaging with key partners and stakeholders, including front-line staff, to develop and implement change plans.
  • Behavioural Change: Focusing on behavioural change to ensure successful implementation of people solutions.

This post is fixed term/secondment until 31/03/2028 to meet the needs of the service.

Main duties of the job

  • Lead and Manage Implementation: Ensure successful implementation of national programmes and projects, particularly those involving significant complexity and risk.
  • Capacity Development: Develop regional capacity for new ways of working, offering expertise, facilitation, and redesign tools.
  • Stakeholder Engagement: Engage with key partners and stakeholders, including front-line staff, to develop and implement change plans.
  • Behavioural Change: Focus on behavioural change to ensure successful implementation of people solutions.
  • Mentoring and Training: Provide task management, mentoring, and training for Senior Business Change Facilitators, Business Change Facilitators, and Business Change Facilitators (eLearning).

Detailed job description and main responsibilities

  • Project Scope and Definition: Leading the setting of operational, technical, and strategic objectives, and managing delivery of work packages.
  • Project Management: Directing and motivating the project team, managing production of required products, and ensuring overall progress and resource use.
  • Research and Evaluation: Researching current practices and policies, and evaluating project scope.
  • Strategy Development: Impacting policy implementation and design for NHS Wales within the project remit.
  • Financial Planning: Managing large national budgets, developing business cases, and ensuring benefits realization.
  • Risk Management: Identify, assess, and prioritize project risks.
  • Leadership and Culture: Implement leadership development and cultural change strategies.
  • Resource Planning: Complete resource plans, write specifications for resources, and ensure appropriate advice and guidance in specialist areas.
  • Communication: Manage and communicate with stakeholders, present complex information, and develop communication plans

Qualifications and Knowledge

Essential criteria
  • Educated to masters level or equivalent experience
  • Specialist knowledge to post graduate level or equivalent experience
Desirable criteria
  • Experience and understanding of change management, process change, and information management and technology issues within the healthcare environment.
  • Experience with cloud migration projects.

Experience

Essential criteria
  • Capable of understanding the wider objectives of the Programme and its context within current Assembly policy and strategic direction.
  • Ability to develop and maintain effective working relationships with Principal managers, with Project Executives, and with third party service providers involved in the management and operations of the Programme.
  • Experience of Cloud capabilities and organisational operating models for cloud infrastructure.
