Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.

The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Job overview

We are seeking a dynamic and experienced Head of Platform for Cloud to lead our infrastructure engineering teams. This pivotal role will oversee the implementation and operational management of both our cloud platforms and on-premises technologies, ensuring they are robust, scalable, and secure. With a current hybrid configuration and an ambitious migration plan over the next three years, this is a truly exciting time to join DHCW and lead a large infrastructure-focused engineering team of over 30 staff. As well as the cloud platforms you will also be responsible for the existing on-premises estate of Wintel, SQL, Linux, and Citrix platforms.

Qualifications and skills 

  • Proven experience and knowledge of on-premises infrastructure and cloud platform (Azure and GCP) management and architecture. 

  • Strong leadership and team management skills.

Main duties of the job

Act as a subject matter expert for multiple disciplines of engineering practice and as a point of escalation for engineering and business matters.

Lead and manage engineering resources in line with business priorities, including dealing with human resource issues from recruitment through to disciplinary investigations.

Work as an integral part of a senior infrastructure leadership team to manage the design, implementation, and operation of digital services.

Plan and manage significant capital and revenue budgets.

Ensure operational service delivery exceeds KPIs, continuously optimizing for resiliency and cyber improvements. Author, approve, and maintain technical documents for high-quality assurance.

Actively participate in and align requirements for audit processes, such as ISO27001.

Implement new services following best practice designs, assured and approved by the organisation's Technical Authority Group, providing constructive feedback as appropriate.

Execute installation and operational qualification testing for new services. Manage and support infrastructure resilience testing of digital services

Manage, and mitigate operational risks, including the development of options papers for the treatment of highly complex risks.

Manage assets and configuration items effectively, including proactively managing the infrastructure lifecycle.

Detailed job description and main responsibilities

  • Participate in wider business meetings representing the department, directorate, or business both within the organisation and across NHS Wales and beyond
  • Lead the implementation and operational management of DHCW's cloud platforms and on-premise technologies 

  • Be an integral part of the transition programme from on premises to cloud . 

  • Collaborate with cross-functional teams to design and implement cloud solutions that meet organizational needs. 

  • Ensure the security, reliability, and scalability of cloud infrastructure and on-premise technologies. 

  • Drive continuous improvement and innovation in cloud services, through automisation and optimisation. 

  • Manage multiple vendor relationships  

  • Mentor and develop a high-performing Infrastructure engineering team. 

  • Develop career pathways and align training to the career pathway to support existing staff

Essential criteria
  • Master’s degree in an associated professional field (or equivalent qualification / experience).
  • Evidence of continuous professional development.
Desirable criteria
  • Significant knowledge and understanding of the NHS, including the political, strategic and operational environment in which it operates

Experience

Essential criteria
  • Extensive specialist knowledge and experience of leading successful teams in a large and complex organisation, with responsibility for managing enterprise-wide digital services
  • Experience of managing major operational issues, effectively resolving problems and mitigating risks.
  • Proficient in the IT products supplied to internal and external customers by the organisation (Public cloud - Azure / GCP resource, on premise - VMWare, Hyper V, SQL, Windows, Linux
  • Experience of budget forecasting and managing significant budgets
