Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.
The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. We are looking for a Delivery Manager to join as part of the new Digital Delivery Team within the Operations Directorate, where you will play a pivotal role in transitioning from traditional project delivery to a product orientated delivery operating model, that meets the evolving needs of our service providers and users.
Main duties of the job
The post holder will help to lead multidisciplinary teams as part of the Operations Directorate, creating an environment that enables delivery at pace in line with DHCW and NHS Wales standards and procedures. You will remove blockers, facilitate Agile ceremonies and project management meetings, working closely with Product and Service Managers to guide the Delivery Team, tracking and reporting on progress.
Fundamental to this role is a focus on creating an efficient, organised and productive environment to enable the team to deliver. Managing the day-to-day progress of the Delivery Team, building effective working relationships across all stakeholders. Promoting the right mindset of the team and encouraging commitment and participation from all team members. Keeping the Delivery Team focussed on priorities as agreed with the Product and Service Managers and aligning sprint goals to the project or programme milestones and strategic objectives.
The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications and Knowledge
Essential criteria
- Master’s degree in an associated professional field (or equivalent qualification / experience).
- Further evidence of relevant higher-level education and/or training.
- Practical experience, working at this level, across the range of work procedures and practices.
- Evidence of continuous professional development.
Desirable criteria
- Professional Registration with a relevant body, such as: Scrum Alliance, International Scrum Institute, Agile Alliance.
- FEDIP Practitioner, or equivalent recognised Intermediate Professional qualification.
- Theoretical and specialist knowledge gained via relevant certification such as: o ICAgile Certified Professional in Agile Coaching (ICP-ACC)
Experience
Essential criteria
- Prior experience in a delivery management role, supporting multi-disciplinary teams in the delivery of digital products and services, throughout the product life cycle.
- Commercial and financial management experience to oversee budgets and commercial contracts.
- Experience of coaching teams to apply a user centred focus and to deliver to service standards.
- Evidence of ensuring quality in the delivery of products and services.
- Aware of applying techniques that help the investigating, analysing, modelling and recording of a business area or system of interest.
- Aware of the collaborative approach consisting of agile practices, processes, and procedures designed to facilitate rapid IT service and product delivery.
- Aware of how DevOps emphasizes people (and culture) and seeks to improve collaboration between development (Dev) and operations (Ops) teams with the aim of shortening the systems development life cycle to provide continuous release of high-quality software
- Aware of methods and techniques associated with planning and monitoring progress of projects.
- Aware of the techniques applied to the documentation, analysis, and prioritisation of stakeholder requirements; their agreement, change control, and communication
