Lead Delivery Manager
Band 8a
Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.
The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. THIS POST IS FIXED TERM FOR UP TO 36 MONTHS TO MEET THE NEEDS OF THE SERVICE
As a Lead Delivery Manager, you will be accountable for the effective delivery of complex, high risk products, projects and services.
You will have a high standard of previous experience managing a range of products, projects and services and have responsibility and accountability as the main point of escalation.
The Lead Delivery Manager will have strong communication skills and be able to engage with a variety of stakeholders.
You will be required to coach and mentor senior delivery managers and other team members.
You will be at the forefront of Agile and Lean practices, ensuring high standards of delivery while fostering a culture of continuous improvement.
This is a hands-on leadership role, requiring expertise in coaching teams, optimising workflows, and tackling organisational challenges. As the main point of escalation, you will work closely with senior stakeholders to align delivery with business objectives.

Main duties of the job
Lead the delivery of complex project, digital products and services, ensuring high performance and continuous improvement.
Coach and mentor teams in Agile methodologies, embedding best practices in your team and contributing to the regular release of product iterations.
Optimise delivery flows, unblock challenges, and enhance team effectiveness through agile planning and execution.
Engage with stakeholders at all levels, managing expectations, influencing decision-making, and aligning priorities with business needs.
Be a proactive member of the Agile community of practice, sharing expertise and shaping delivery strategies for the organisation.
Drive user-centred service delivery, ensuring products meet the highest standards of quality and efficiency.
Oversee budget management, supplier contracts, and commercial negotiations to ensure value for money.

Detailed job description and main responsibilities
Agile Delivery Leadership - Line management of a multi disciplinary team, managing risks, dependencies, and priorities to drive successful outcomes and regularly release software.
Agile & Lean Expertise - Act as a champion for Agile practices, coaching teams and continuously improving delivery processes.
Stakeholder Engagement - Influence and negotiate with senior leaders, ensuring alignment of digital programmes with business objectives.
Planning & Risk Management - Identify potential roadblocks, optimise workflows and delivery metrics, and implement mitigation strategies to maintain delivery momentum.
Budget & Supplier Management - You will be involved in financial planning, contract negotiations, and supplier engagement to maximise efficiency and cost-effectiveness.
Community Leadership - Help build and develop a strong Agile delivery culture, sharing knowledge, coaching teams, and driving innovation.

Qualifications and Knowledge
Essential criteria
- Educated to Masters level (or equivalent qualification / experience)
- Expert of Agile and Lean practices
- Certification such as Professional Scrum master or equivalent
Desirable criteria
- Understanding and knowledge of health service terminology and information requirements
Experience
Essential criteria
- Extensive delivery management experience.
- Extensive experience using Agile principles and how to apply them for the delivery of technology programmes.
- Expert at coaching teams to apply a user centred focus and to deliver to service standards
Skills and Attributes
Essential criteria
- Expert life cycle management skills. Manages products or services from planning stages through to delivery and ongoing iteration.
