Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.

The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Digital Health and Care Wales (DHCW) is seeking a passionate and experienced Principal Business Analyst to shape the future of digital health in Wales. This is a pivotal leadership role with the opportunity to influence patient care, clinical staff experiences, and the overall efficiency of NHS Wales.  

About the Role 

As the Principal Business Analyst, you will be an inspirational leader and a recognised expert, defining and connecting business analysis strategies across the organisation. You will ensure that business needs are clearly understood, articulated, and met through the digital solutions we provide. 

You will manage the business analysis function, leading a team in delivering clear, comprehensive, and well-documented business requirements across a diverse portfolio of digital products and services. You will champion best-practice business analysis principles and methodologies, ensuring our solutions are user-centric, deliver value, and align with strategic objectives. 

 

The ability to speak Welsh is desirable for this post; Welsh and/or English speakers are equally welcome to apply.

 

 

Main duties of the job

  • Strategic Leadership: Define and lead the long-term vision and strategy for the Business Analysis profession, ensuring alignment with DHCW and NHS Wales strategic objectives. 
  • Team Leadership: Lead, mentor, and inspire a high-performing team of Business Analysts, fostering a culture of excellence, continuous improvement, and collaboration. 
  • Business Analysis & Governance: Oversee the analysis of complex business problems, ensuring the integrity, consistency, and quality of requirements. Establish and evolve business analysis governance and assurance processes. 
  • Stakeholder Management: Build and maintain strong relationships with senior stakeholders across multiple business and technical areas within DHCW, NHS Wales, and technology partners to ensure business needs are accurately captured and prioritised. 
  • Benefits & Risk Management: Proactively identify and address risks to project success and benefits realisation.  You will drive innovation in how we understand and respond to user and service needs.  
  • Solution Delivery: Ensure that business analysis activities are seamlessly integrated into the system development life-cycle, helping to manage challenges from concept and discovery through to implementation, operation, and support.

  • Team Leadership: Significant experience successfully managing a business analysis function within a large, complex organisation. 
  • Technical Expertise: Deep understanding of business analysis principles, methodologies, and tools. 
  • Strategic Thinking: Ability to develop and articulate a clear vision for the business analysis service, aligning with organisational goals and anticipating future trends. 
  • Communication: Exceptional communication and interpersonal skills, with the ability to influence, build consensus, and foster collaboration across diverse teams and stakeholders. 
  • Risk Management: Experience identifying, assessing, and mitigating risks to project scope, requirements, and benefits in complex environments.
