Digital Health and Care Wales is an ambitious organisation created by Welsh Government to lead on the digital transformation of health and care. It builds on the digital architecture and national services put in place by the NHS Wales Informatics Service over the past decade.
The organisation will lead on large-scale developments that make a significant difference to the people of Wales as well as to health and care professionals, such as expansion of the digital patient record and the creation of a National Data Resource. Job overview
We are looking to recruit an enthusiastic and experienced Lead Data Architect on a fixed term basis to join our team. This post will play a key role in maximizing the potential of the data we collect to improve patient care and services across Wales.
The ideal candidate will combine a blend of strong technical skills with practical flair and commitment to team working for developing and coordinating key data flows into our warehouse environment, to support critical workstreams including a wide range of areas. You will act as a leader within your area, with managerial accountability for some data engineers, warehousing and acquisition professionals.
We are looking for a highly motivated individual who enjoys working as part of a team and can demonstrate a commitment to delivering a high-quality service. The successful applicant will need to be able to work under pressure, be responsive to fast moving deadlines and maintain positive, constructive relationships with a wide range of individuals and organisations and be able to prioritise their own work.
This post is a fixed term until 31/03/2027 to meet the needs of the service.

Qualifications and Knowledge
Essential criteria
- Educated to Masters level (or equivalent qualification / experience) or higher in computer science, information systems, statistics, or a related discipline, or equivalent professional qualifications.
- Demonstrated expertise in designing and implementing data solutions using a variety of technologies, ETL tools, data pipelines, data lakes, data warehouses, and data marts
- Strong expert knowledge of data modelling, data governance, data quality, data security, and data standards, with the ability to apply them in complex and dynamic environments.
- Evidence of continuous professional development
- Expert working with Agile frameworks and multidisciplinary teams
Desirable criteria
- Understanding and knowledge of health service terminology and information requirements
- Knowledge of DHCW and how it supports the NHS in Wales
- Working knowledge of the NHS or the Health sector and national developments and policy initiatives
Experience
Essential criteria
- Significant experience of applying a variety of analytical techniques to information and quantifying result integrity based upon assessment of sources and techniques applied.
- Significant experience in senior data architecture, data engineering, or data analysis roles, in large and complex organisations.
- Significant experience in stakeholder management, communication and agreement to changes including experience in overseeing the planning of and implementation of change.
- Experience of consulting activities and techniques including facilitating stakeholder groups.
- Experience of leading process analysis, assessment and change including financial, cultural, technological, organisational and environmental factors. Further experience of establishing customer requirements and identifying how these map to process requirements.
- Experience of producing quality, risk and communication plans, and contributing towards lessons learned.
- Experience of designing the content and appearance of complex information deliverables in collaboration with users.
- Experience of evaluation, development, demonstration or implementation of research activities.
- Substantial experience of working on complex projects.
- Demonstrable excellent written and verbal communication skills, experienced in negotiating successful outcomes with senior personnel.

- Experience of reviewing compliance with legislation and organisational/government policy.
