Are you a motivated and committed Senior Manager who wishes to work for an evolving organisation with a growing Procurement and Logistics agenda?  If this appeals to you then an exciting opportunity has arisen to join our Procurement Services senior team.  The Assistant Director of Logistics will assist the Director in providing professional leadership and support to the Procurement Services team within NHS Wales Shared Services Partnership.  They will play a fundamental role in contributing to the development of strategic direction, long term planning and service delivery.

Main duties of the job

Responsible for providing the leadership, strategic direction and management of a range of Logistics Services functions, staff and other resources within the Division whilst influencing and managing the challenges of contributing to securing value for money across the NHS Wales organisations’ non-pay budgets. The contribution of the Logistics Service to the delivery of cash releasing savings for NHS Wales Health Boards/Trusts/Organisations will be critical to the success of this role. 

Modernisation of the Logistics Services function drawing upon best practice from across the wider public and commercial sector to develop people, processes, infrastructure and culture within the service while recognising and working within the financial constraints of NHS Wales.

Provide technical advice and direction on Logistics and applicable Welsh and UK legislation across the whole of NHS Wales. Provide professional technical, financial and managerial advice to the Welsh Government on a variety of logistics service provisions covering products, services and major infrastructure.

The ability to speak Welsh is desirable for this post; English and/or Welsh speakers are equally welcome to apply.

Qualifications and Knowledge

Essential criteria
  • Post-graduate degree (MA/MSc/MBA) in relevant area such as Logistics Management or Strategic Procurement Management.
  • Member of the Chartered Institute of Logistics and Transport (MCILT) or Member of the Chartered Institute of Purchasing and Supply (MCIPS)
  • Evidence of continuing professional development, education, and training at senior management level
Desirable criteria
  • Project Management qualifications such as PRINCE2 or other methodology

Experience

Essential criteria
  • Significant senior experience in leading and managing logistics operations at a national level
  • Experience of managing contractors, professional and administrative staff and resources to achieve corporate objectives.
  • Experience of critical analysis of complex supply chain activities to deliver optimum logistics solutions
  • Comfortable and competent of dealing on a face-to-face basis with senior executive level decision makers within large public or commercial sector organisations and experience of working with government decision-makers and key influencers.
Desirable criteria
  • Political awareness, displaying a clear understanding of the implications of both national and local agendas and how they can be managed
  • Experience of risk management, corporate governance and quality management systems.

Essential criteria
  • In depth professional knowledge of logistics and transport management, financial management, performance and staff management acquired through experience over an extended period of time.
  • Expert knowledge of procurement strategy and relevant legislation
  • A proven track record of leading, directing and managing complex change, as well as delivering national strategies and programmes.
  • Extensive experience of utilising a variety of business system software and planning tools as well as the use of automated processes and technology such as robotics process automation to achieve logistics efficiencies.
  • Experience of implementing best practice, benchmarking and performance measurement techniques.
  • Experience of project planning and ability to meet deadlines
  • Conversant with legal, compliance and probity issues
  • Strong influencing and negotiating skills, a good builder of productive relationships.
  • High level of digital proficiency in the use of all necessary platforms and applications to produce meaningful and rich information that supports decision making
  • Fully supportive and aligned to the values and behaviours of NWSSP
  • Demonstrates political awareness and support final strategic decisions.
  • Extensive experience in project planning and management techniques
  • Capable of and experience of working outside normal professional and own comfort boundaries
