Job overview

This role offers an exciting opportunity for a highly motivated and results-driven individual to lead and deliver strategic improvement initiatives within the Planned Care Programme. As Project Manager, you will play a key role in shaping national guidance, developing standards, and driving implementation across NHS Wales to improve the delivery and outcomes of key health services. 

This role is pivotal in supporting Clinical Implementation Networks (CINs) - national platforms for collaborative working between NHS Performance & Improvement, NHS Wales, Welsh Government, and wider partners. 

You will support CIN clinical leads and multidisciplinary teams, responsible for managing and leading programmes of work to produce evidence-based guidance, facilitate its dissemination, and work with health boards to translate it into action.  Your ability to build strong relationships and drive collaborative working will be essential to delivering sustainable change.      

Additionally, another key focus will be working directly with health boards to co-develop, implement and embed national guidance and standards that improve planned care services.  You will use your operational knowledge and project management expertise to ensure improvements are practical, measurable, and aligned with service delivery priorities and strategic objectives. 

Main duties of the job

This role provides an excellent opportunity for a highly motivated, results focused individual to shape and deliver exciting projects of work within the Planned Care programme. The Project Manager will be responsible for managing programmes and Clinical Implementation Networks (CINs) to support health boards/trust to improve the delivery of key health services across Wales. 

Clinical Implementation Networks are an essential national vehicle for joint working between key stakeholders across the NHS Executive, NHS Wales, Welsh Government and partners to improve the outcomes and experience for the population of Wales. Integral to this is the need for continuous improvement and transformational change across a range of our services and approaches and the role of the Clinical Implementation Network is to support this at national, regional and local levels. 

As a Project Manager, working on Clinical Implementation Networks (CINs), you will play a pivotal role in enhancing healthcare outcomes and transforming healthcare delivery. In this position, you will be responsible for supporting the CIN clinical lead and wider CIN team to produce guidance for health boards on best practice, ensuring it is disseminated effectively. The role will monitor and report against identified key performance indicators, using a variety of data sources. They will lead in stakeholder engagement, and communication strategy, building relationships.

Detailed job description and main responsibilities

Key responsibilities include: 

  • Providing programme management and coordination support to multiple CINs, including planning, reporting, and tracking progress against outcomes, benefits, and spend. 

  • Supporting the development of national guidance and standards and working closely with health boards to implement these effectively. 

  • Applying structured project management approaches to facilitate delivery and improvement across health boards. 

  • Leading stakeholder engagement and communication strategies, building strong relationships with clinical and managerial colleagues across NHS Wales. 

  • Monitoring performance against key indicators using a range of data sources to inform decision-making and drive continuous improvement. 

The post holder will be expected to work flexibly and collaboratively, adapting to evolving priorities and supporting the Strategic Programme as required.

Essential criteria
  • Degree level or equivalent professional / managerial qualification.
  • Project Management Qualification (APM PMQ, PRINCE2 Practitioner or similar) or equivalent experience
  • Evidence of continued professional development / further training

Experience

  • Experience of project/programme management to a practitioner level, managing multiple projects at a time.
  • Experience of designing, implementing and managing projects.
  • Evidence of experience in managing large complex projects.
  • Successful introduction of management methodologies to teams and individuals.
