Job overview
We are looking for an experienced Power Platform Developer, to develop a replacement IT system for the National External Quality Assessment Service for Histocompatibility and Immunogenetics (UK NEQAS for H&I), who are hosted in the Welsh Blood Service at its Talbot Green site in south Wales.
UK NEQAS for H&I is part of the UK NEQAS Consortium and has provided a comprehensive range of External Quality Assessment (EQA) Schemes for laboratories operating clinical Histocompatibility and Immunogenetics (H&I) services since 1975. It's existing 3rd party commercial platform needs replacing and our intention is to re-develop the solution using the Microsoft Power Platform suite.
This will be our first major system development using the full Microsoft Power Platform suite – as such, the post holder will help shape our future ambitions to leverage benefits from these services. Alongside the development of the platform, you will impart knowledge of the Power Platform suite and its potential uses into the existing Software Development team, who are responsible for the development and maintenance of a range of in-house developed applications.

Main duties of the job
· Work with the VUNHST Software Development team, Product Managers, NHS Clinicians and other staff / users, to establish requirements for new Power Platform solutions and enhancements to existing systems for technology areas for which the post holder is responsible
Work with service users and Business & Systems Analysis staff to interpret requirements to define system processes, manage the production of detailed technical specifications.
Design, develop and deploy Power Platform services into VUNHST, ensuring adherence to relevant NHS legislation, assurance and governance policies and to prepare estimates and timescales for delivery.
Where relevant, work with the Senior Software Developer to manage the work of staff allocated to the project to ensure that products meet the requirements of the specification and adhere to local and national (NHS Wales) standards. Where necessary, provide training and background information to staff who are unfamiliar with the technology area.

Qualifications
Essential criteria
- Degree in Software Development, Computer Information Systems, Business Information or be able to demonstrate knowledge, skills and proven experience commensurate with holding such a qualification.
- Foundation qualification in an agile development methodology (for example the BCS Foundation Agile).
- An in-depth understanding of at least one popular software development methodology (such as Agile).
- A command of the principles of good software design
Desirable criteria
- Registered with the British Computer Society.
- Registered Informatics Professional with FED-IP.
- Knowledge of NHS Wales Digital Systems and ‘open architecture’ strategy framework.
- Practical experience of writing manual and automated unit and integration tests and implementing test processes with software development projects
Experience
Essential criteria
- Highly skilled in the development of digital solutions using a range of Microsoft PowerPlatform technologies and services, such as (but not limited to): PowerPages, SharePoint, Microsoft Dataverse, PowerAutomate, PowerApps.
- Proven experience of software development in a formal Agile development environment.
- Experience in defining, documenting and working on projects across all phases either alone or with a small team.
- Experience in risk assessment and implementation of realistic project plans.
- Experience of business process testing including the management of test scenarios and reporting of testing outcomes
- Substantial experience of working on multiple complex projects.
Desirable criteria
- Experience of working in a Quality driven environment.
- ITIL Practitioner or equivalent knowledge and experience
- Knowledge of NHS Wales Digital Systems and ‘open architecture’ strategy framework
