This is a rare opportunity to help shape the future NHS workforce in Hywel Dda. We are seeking an exceptional senior leader to join Hywel Dda University Health Board as our Head of People Education and Development.
This pivotal strategic role will lead the development and delivery of our People Education & Development Strategy, ensuring our workforce is equipped to meet the challenges of a changing NHS and deliver our Health & Care ambitions. You will oversee a broad and diverse portfolio, including clinical education, apprenticeships, workforce transformation, leadership development and digital learning.
We are looking for an experienced leader with a strong track record in healthcare education, workforce development or organisational development, and the ability to influence at the Board and system level.

Main duties of the job
Working at a senior level, you will build strong and effective partnerships with HEIW, higher education institutions and regional partners, influencing education commissioning and workforce planning. You will ensure robust governance, high-quality learning provision, and the effective use of data, insight and innovation to drive continuous improvement.
The post will play a key role in laying the foundations for a sustainable and forward-looking learning and education strategy. This role is offered on a short-term contract basis (with potential for extension) as we continue to explore our future organisational structure. It comes at a pivotal and challenging time for the Health Board, as we develop our future workforce strategy and plans.
Working for our organisation
Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties.
We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services.
We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers.
Our services are provided in:
- Four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest
- Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire
- Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings
- 47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 99 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers
- Numerous mental health and learning disabilities services

Qualifications and Knowledge
Essential criteria
- Degree level qualification in a relevant subject ie Education, professional development etc
- Masters level qualification or equivalent experience in a relevant subject
- Postgraduate qualification in relevant subject
- Knowledge of Medical / Nurse and AHP training pathways and role competencies
- Knowledge of national and local NHS policy
- Knowledge of healthcare education systems and HEIW drivers for education
- Knowledge of NHS and HEIW funding systems
- Knowledge of apprenticeship pathways
- Knowledge of HEIW widening participation targets and approaches
Desirable criteria
- Knowledge of moodle and e-learning packages
- Knowledge of LMS
Experience
Essential criteria
- Experience in clinical/health care education in the NHS or university sector
- Experience of managing services, planning, leading and evaluating programmes
- Experience of developing new programmes of work, new roles, forging new relationships influencing policy and process, working to deadlines and managing implementation difficulties
- Experience of apprenticeship and or vocational training pathways
- Experience of working effectively across organisational boundaries influencing strategy and policy
- Experience of writing Board level reports, presenting to, liaising with and influencing senior clinical and non-clinical staff
- Experience of NHS workforce training systems and good governance
