Job overview

As an Assistant Finance Business Partner, you will be integral in making a meaningful difference for our local population, supporting the Health Board.  The role will require the translation and triangulation of operational plans into financial cost and benefits, with an overall aim of ensuring service resilience, sustainability and value for money.  It will involve financial forecasting and the reporting of the monthly financial outturn to Health Board colleagues.

The role will involve supporting the Unscheduled Care Bronglais General Hospital, Aberystwyth, Ceredigion County services and Medicine Management Directorates.

The Assistant Finance Business Partner will form part of a team led by a Senior Finance Business Partner and a Finance Business Partner.

Main duties of the job

Provide strong financial leadership to the Directorates you support ensuring their performance delivery, providing appropriate governance and sound professional advice and support.

The post holder will be responsible for ensuring that a robust financial management and planning process is in place including spend analysis, forecasting, final month end reporting and annual financial planning / budgeting.

The role will include supporting the Directorate’s Finance Business Partners and Senior Finance Business Partner in providing sustainable financial planning across a number of areas including

Modelling and tracking spend plans against Welsh Government funding allocations (SIF, ICF, Transformation and other external funding sources)

Provide support in annual programmes of work targeted to deliver savings

Develop and support on creation of business cases to deliver change in the Health Board

Capacity demand modelling

Activity performance analysis

System wide analysis

Providing financial updates at various forums on spend and projected costs to assist with decision making.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 11,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services for around 384,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:

Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest;

Seven community hospitals: Amman Valley and Llandovery in Carmarthenshire; Tregaron, Aberaeron and Cardigan in Ceredigion; and Tenby and South Pembrokeshire Hospital Health and Social Care Resource Centre in Pembrokeshire;

48 general practices (four of which are managed practices), 47 dental practices (including three orthodontic), 99 community pharmacies, 44 general ophthalmic practices (43 providing Eye Health Examination Wales and 34 low vision services) and 17 domiciliary only providers and 11 health centres;

Numerous locations providing mental health and learning disabilities services;

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

Qualifications and Knowledge

Essential criteria
  • CCAB passed finalist / part qualified accountant actively studying towards professional accountancy qualification.
  • Experience at Management level with proven professional and managerial experience and expertise
  • In depth professional knowledge of a number of finance disciplines acquired over a period, including workforce and service planning.
Desirable criteria
  • Professional Accountancy Qualification
  • Probes and accesses networks for information to improve knowledge and understanding.
  • Keeps self-informed through local and national networks.
  • Evidence of Continuous Professional Development

Experience

Essential criteria
  • Experience in a complex organisation.
  • Experience of working with Managers and Senior Clinical Leads.
  • Experience in developing business cases.
  • Experience of successfully managing large and complex revenue budgets.
  • Experience in delivering within challenging financial situations, including financial turnaround.
  • Demonstrable track record of career advancement and achievement.
  • Experience of communicating, in writing and verbally, within a highly politically sensitive environment.
  • Commercially astute, able to manage the day to day business challenges while not losing sight of long term strategic goals.
  • Significant experience of financial risk management.
