An exciting opportunity has arisen for a highly motivated and experienced Senior Service Manager to join the Business Team within the Public Health Directorate of Hywel Dda University Health Board. 

This is a key leadership role providing strategic and operational support across a wide portfolio of business functions, enabling the delivery of effective, efficient and responsive public health programmes.    The Public Health Directorate is a dynamic and forward-looking team committed to improving population health and tackling health inequalities. We value innovation, teamwork and a person-centred approach to leadership. 

Main duties of the job

  • Provide senior operational leadership across business support functions for the Public Health Directorate
  • Support the Assistant Director of Public Health in the delivery of corporate objectives and transformation programmes
  • Lead on directorate-wide governance, performance, workforce and financial planning
  • Manage and develop a team of business support, project and administrative staff
  • Coordinate planning cycles, risk management and reporting mechanisms
  • Work in close partnership with public health and corporate teams to ensure integrated service delivery
  • Support delivery of key national and local public health priorities and performance targets

Working for our organisation

Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties.

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services.

We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers.

Our services are provided in:

  • Four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest
  • Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire
  • Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings
  • 47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 97 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers
  • Numerous mental health and learning disabilities services

Essential criteria
  • Degree Level or equivalent Health professional / management qualification i.e. established equivalent experience at management level.
  • Masters Degree or demonstrable NHS experience with wide ranging experience
  • Evidence of continuing professional education.
  • Evidence of project / programme management.
Desirable criteria
  • Public Health experience

  • Welsh Speaker (Level 1)

Experience

Essential criteria
  • Managerial experience at a senior level in a public/private sector environment.
  • Experience of working with multidisciplinary teams and cross boundary working.
  • Experience of leading and managing change.
  • Demonstrate a successful track record of delivering effective healthcare services as a senior manager in a multifaceted healthcare environment including staff management, financial management and change management.
  • Evidence of delivering successful strategic and operational performance management and clearly demonstrating improvement in the quality of service delivery; including business case preparation, service initiation, contract negotiation, and the development and monitoring of outcome and output measures.
  • Experience of managing budgets and demonstrable examples of how you have responded to financial challenges, insecurities and fluctuations
  • Experience of advising senior organisational leaders about options regarding service delivery.

  • Knowledge of NHS Systems.
  • Experience of working at regional or national level.
