An exciting opportunity has arisen for a Senior Public Health Practitioner to join Hywel Dda University Health Board’s Public Health Directorate, serving the communities of Carmarthenshire, Ceredigion and Pembrokeshire.
This is your chance to support some of the most important issues in public health whilst having a leadership role in planning & implementation and performance aligned to population health. You’ll work closely with the Executive Director of Public Health and the senior leadership team, to ensure public health approaches are embedded into all relevant workstreams. The role requires strategic thinking, political skill, and the ability to influence across boundaries.
Main duties of the job
The post holder will lead the planning, implementation and monitoring of key Public Health Programmes. The programmes will deliver efficient, effective and high-quality professional and well co-ordinated Public Health priorities that will deliver statutory, regulatory and NHS requirements ensuring alignment with the objectives of NHS Wales and the Healthier Mid and West Wales Strategy.
The post holder will provide advice and support to senior operational leads across primary care, community and acute hospitals to develop, implement and monitor operational and improvement plans that enable transformation of the population health system in line with expectations of the Mid and West Wales Strategy.
The post holder will have significant experience working in and managing Public Health and have highly developed skills in data science and analytics to provide the Programme with the Business Intelligence required to ensure effective and efficient delivery.

Hywel Dda University Health Board is the planner and provider of NHS healthcare services for people in Carmarthenshire, Ceredigion, Pembrokeshire and its bordering counties. Our 12,000 members of staff provide primary, community, in-hospital, mental health and learning disabilities services to almost 400,000 people across a quarter of the landmass of Wales. We do this in partnership with our three local authorities and public, private and third sector colleagues, including our volunteers, through:
Four main hospitals: Bronglais General in Aberystwyth, Glangwili General in Carmarthen, Prince Philip in Llanelli and Withybush General in Haverfordwest.

Highly specialised and tertiary services commissioned by the Welsh Health Specialised Services Committee, a joint committee representing seven health boards across Wales.

Qualifications & Knowledge
Essential criteria
- Educated to Masters degree level or relevant experience/knowledge.
- Good understanding of Performance and Programme Management principles and application.
- Must have in-depth professional specialist knowledge across a number of disciplines acquired through training and experience over a significant period.
- Must have evidence of continuous management and personal development.
- Must possess a thorough understanding of the role and its purpose of within the organisation
- Must have knowledge of NHS, WG and Health Board strategies, policies and plans including HR policies.
- Must possess a current knowledge of best practice gained through personal research.
- Must have in depth knowledge of strategic healthcare agenda relating to service delivery.
- Significant knowledge of Data Analysis and Improvement Methodology.
- Highly developed skills and knowledge in data science and analytics to provide the Programme with the Business Intelligence required to ensure effective and efficient delivery.
- Have good and up-to-date working knowledge of health strategy and policy at a national and local level that is used to develop public health work plans and support ongoing organisational improvements.
Desirable criteria
- PRINCE2 Practitioner.
- MSc in Data Science / Informatics (or equivalent).

Essential criteria
- Significant operational and management experience across public health field
- Experience of working across organisations.
- Significant senior experience in managing major change programmes and projects within the NHS or comparable large organisation.
- Significant experience in analysing and presenting data to underpin Programme development, implementation and monitoring
- Experience of leading and motivating teams to deliver to a high standard whilst under pressure and when facing changing circumstances.
- Proven sophisticated relationship management skills to deliver internal and external stakeholder engagement at a senior level, including managing relationships and encouraging collaborative working.
- Demonstrate understanding of working in a demanding organisational context to support services to achieve national performance targets
