Job overview

We are looking for a motivated and proactive individual to join our Operational Workforce Team as a Workforce Officer – Attendance Management. This role is key in supporting managers and staff across the Health Board to manage sickness absence effectively and provide generalist HR advice.

Working closely with operational teams, HR colleagues, and Occupational Health, you will ensure timely and focused support in line with the All Wales Managing Attendance at Work Policy. You will also contribute to reducing sickness absence rates by analysing data, identifying trends, and supporting managers to take appropriate action. 

Main duties of the job

A major focus will be supporting the management of sickness absence, including advising on the application of the Managing Attendance at Work Policy, attending review meetings, interpreting Occupational Health reports, and coordinating ill-health retirement cases.

You will analyse sickness absence data, identify trends and priorities, and recommend improvements. You will maintain accurate records, track case progression, plan and schedule review meetings, and support operational teams to take timely action.

In addition to attendance management, you will provide generalist HR support including disciplinary cases, respect and resolution issues, and organisational change. You will attend hearings or investigation meetings, and provide policy guidance, take minutes where required, and support completion of associated paperwork.

Administrative responsibilities include, drafting letters, maintaining HR files in line with retention standards, coordinating documentation for hearings and inputting information into HR systems.

This is a varied role requiring excellent communication skills, sound judgement and strong organisational ability, to support effective HR practice and positive outcomes for staff and managers.

Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties.

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services.

We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers.

  • Four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest

  • Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings
  • 47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 97 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers
  • Numerous mental health and learning disabilities services

Qualifications and Knowledge

Essential criteria
  • Qualified to CIPD Level 3 or equivalent experience or willingness to study to achieve the qualification
  • Evidence of continuing professional development
  • A basic knowledge of employment law
  • Demonstrable IT skills including Microsoft suite of applications.
Desirable criteria
  • An understanding of the NHS Terms and Conditions including Agenda for Change.
  • Knowledge of the All Wales Managing Attendance at Work Policy or equivalent.

Experience

Essential criteria
  • Experience of working within HR or similar area of work
  • Experience of creating positive working relationships with managers and colleagues.
Desirable criteria
  • Experience of advising/supporting or managing sickness absence
  • Experience of supporting employee relations matters in the workplace.
  • Experience of advising on HR policies and procedures and Terms and Conditions.
  • Experience of working within the NHS.
