As we continue to transform our services to meet the needs of our communities, we are inviting four exceptional individuals to join our Clinical Care Group for Community and Integrated Medicine as Service Group Assistant General Managers—one for each of our acute hospital sites:

·         Bronglais General Hospital

·         Glangwilli General Hospital

·         Prince Philip Hospital

·         Withybush General Hospital

This is more than a management role — it’s a leadership opportunity to champion high standards of care, drive quality improvement, and foster a culture of compassion, collaboration, and visible leadership.

Main duties of the job

What You’ll Do

·              Provide strategic and operational leadership across scheduled and unscheduled care pathways.

·              Champion patient flow and system-wide coordination from preadmission to admission to discharge and beyond.

·              Lead service transformation initiatives that improve outcomes and patient experience.

·              Ensure robust governance, performance, and financial stewardship across services.

·              Act as a visible leader, supporting staff wellbeing and modelling compassionate leadership.

·              Deputise for the System General Manager and participate in the senior on-call rota.

·              You will be instrumental in shaping integrated services that span acute, community, and primary care, ensuring that our patients receive seamless, person-centred care.

Working for our organisation

Hywel Dda University Health Board plans and provides NHS healthcare services for people living in Carmarthenshire, Ceredigion, Pembrokeshire, and bordering counties.

We have over 13,000 staff and together we provide primary, community, in-hospital, mental health and learning disabilities services.

We work in partnership with the three local authorities, as well as public, private and third sector colleagues, including our valued team of volunteers.

Our services are provided in:

  • Four main hospitals: Bronglais Hospital in Aberystwyth; Glangwili Hospital in Carmarthen; Prince Philip Hospital in Llanelli; and Withybush Hospital in Haverfordwest
  • Five community hospitals: Amman Valley and Llandovery hospitals in Carmarthenshire; Tregaron Hospital in Ceredigion; and Tenby and South Pembrokeshire hospitals in Pembrokeshire
  • Two integrated care centres: Aberaeron and Cardigan in Ceredigion, and several other community settings
  • 47 general practices (six of which are health board managed practices); dental practices (including four orthodontic); 97 community pharmacies; 43 general ophthalmic practices; and 8 ophthalmic domiciliary providers
  • Numerous mental health and learning disabilities services

The ability to communicate in Welsh is desirable for this post. If you do not meet the Welsh Language requirements specified, the Health Board offers a variety of learning options and staff support to help you meet these minimal desirable requirements during the course of your employment with us.

Person specification

Qualifications and Knowledge

Essential criteria
  • Educated to Masters Degree level or equivalent experience in an NHS operational management role.
  • Specialist knowledge and experience acquired through training and experience over a significant period, including • managing staff and working with Trade Unions • financial management and delivering budgets to target • delivering projects including managing scope and delivering against agreed objectives to quality, cost and time. • introducing service improvement and managing organisational change • long term planning and performance management processes
  • Evidence of CPD.
  • Clear understanding of the modernisation agenda, the opportunities for redesigning services and the tools and techniques for achieving service change.
  • Clear understanding of the key factors critical to the provision of health care, e.g. NHS strategies and policies, local health economy issues, the national performance management framework, financial flows, national initiatives for achieving improved performance etc
Desirable criteria
  • Leadership / management qualification or recent exposure to relevant management or leadership development programme.

Experience

Essential criteria
  • Substantial acute NHS hospital day-to day operational management experience
  • Working as part of a multi-professional team
  • Experience of managing and completing programmes of continuous improvement and leading change in a complex environment.
  • Business planning and business case development.
  • Experience of conducting negotiations relating to highly complex matters
  • Experience of working with statutory bodies and trade unions/staff representatives
  • Proven track record of staff management
  • Experience in achieving a range of complex performance and financial targets.
  • Experience in leading clinical teams
Desirable criteria
  • Experience in project and Programme Management methodologies

  • Ability to be able to travel between health board sites in a timely manner
