The Estates department at the Royal Lancaster Infirmary is a group of highly skilled electrical, mechanical and plumbing engineers, creative building craftpersons, and dedicated support staff.

We are looking to recruit a motivated and enthusiastic Building Services Engineer to join us.  You should be experienced and a time served Electrician, Plumber or Mechanical Engineer looking to progress your career.

You will be part of a 7 person team providing 24/7 cover to the Royal Lancaster Infirmary site, and will be trained to specialise in healthcare ventilation and decontamination.

To ensure the safe and continuous operation of all engineering and building plant and equipment, in accordance with statutory requirements, codes of practice, guidance notes and Trust procedures to an agreed standard.

Out of normal office hours site maintenance responsibility. To be the department’s point of contact for all out of hours incidents and breakdowns, carrying out first line assessment, fault finding, repair, substitute of service and/or safe isolation as required.

To be the Trust’s Fire Controlling Officer and undertake the duties of that role for the site as a whole during a fire event. To be appointed Authorised Person for roles within Health Technical Memoranda (HTM) 1 to 8.

To carry out line manager duties for contractors.

We operate from three main hospitals-Furness General Hospital (FGH) in Barrow, the Royal Lancaster Infirmary (RLI), and Westmorland General Hospital (WGH) in Kendal, as well as a number of community healthcare premises including Millom Hospital and GP Practice, Queen Victoria Hospital in Morecambe, and Ulverston Community Health Centre. 

FGH and the RLI have a range of General Hospital services, with full Emergency Departments, Critical/Coronary Care units and various Consultant-led services. 

WGH provides a range of General Hospital services, together with an Urgent Treatment Centre, that can help with a range of non-life threatening conditions such as broken bones and minor illnesses. 

All three main hospitals provide a range of planned care including outpatients, diagnostics, therapies, day case and inpatient surgery. In addition, a range of local outreach services and diagnostics are provided from community facilities across Morecambe Bay.

Principal Duties:

 

To provide on site maintenance on a continuous 24 hours 7 days basis. To deal with all breakdowns and maintenance emergencies in accordance with statutory requirements, codes of practice, guidance notes and Trust procedures to an agreed standard. This will involve attending the area, making safe any components or systems and carrying out repairs. The postholder will be required to negotiate and communicate with service managers, matrons and staff in order to maintain essential services but also to agree down time to carry out repairs.

Duties will be undertaken on rotating shifts to enable the Works Department to provide a 24 hour service 7 days a week. Liaise with all other Building Services Engineer staff to ensure that leave and absences are covered from within the team.

When on shift directly call out specialist services contractors to deal with site specific issues that put the viability of the Trust or Departments at risk. Call out, control, liaise with and monitor contractors working out of hours. This may include supervision of emergency breakdown visits but will also include supervision of planned contractor visits on maintenance or capital project work. The Building Services Engineer will be the main point of contact for the contractor on site, advising and supervising as required. Communicate and negotiate with service staff to ensure access to site for the contractor and continuation of service for patients.  Follow up any emergency callouts with a purchase order where a call off order is not in place.

Supplementary support to the contractor may include isolating/reinstating services and automatic fire alarm detection as required. Accept and securely store out of hours deliveries to the Estates Department.

Carry out statutory boiler house safety checks and departmental procedures, recording all readings and observations as required, undertake sampling and testing of boilers and feed water quality, carry out chemical dosing to the required level calculated, carry out blow down of boilers as calculated, and continually monitor the system, all in accordance with statutory requirements, Health Technical Memoranda (HTM) and guidelines particularly health and safety regulations and COSHH. Monitor the stock of chemicals etc and reorder spares and consumables in good time. Knowledge of relevant policies and procedures associated with Estates Maintenance, ability to escalate departure from policy and/or propose changes to policies in accordance with practice.

Monitor and adjust the plant and services (boiler house, building management computerised system, fire, medical gas and other alarms etc.) including changing over of boilers, fuel type, pumps, compressors, plate heat exchangers etc. as directed by the Engineering Manager or Estates Officer, or during unsocial hours on your own initiative in response to faults, other problems or instruction from utility suppliers.  Undertake day to day management of the site building management system (BMS) to include, alarm monitoring, energy efficiency of plant and equipment and the supervision of BMS engineers.

Carry out planned preventative maintenance (ppm) inspections, adjustments and commissioning tests across the whole site, in accordance with Trust procedures and schedules. Ensure that the completion of ppm dockets are logged and recorded on the departments Computer Aided Facilities Management (CAFM) systems

To carry the departments emergency pager and mobile phone and act as the Estates Maintenance Services Departments point of contact for all emergency situations, incidents, defects and breakdowns. Re-prioritise your work according to the latest situation, at times you will be working on your own and the Trusts Lone Worker Policy will apply, you will be managed rather that supervised and therefore must be capable of making decisions.

Carry out first line assessment, fault finding, repair, substitute service and/or safe isolation as required. This will involve flexible multi tasking across all trades e.g. electrical, mechanical, plumbing, joinery etc. It will require the ability to effect repairs and isolation across a wide range of equipment not necessarily in own trade discipline. This ability will be the result of considerable experience gained in maintenance of hospital systems

Undertake duties as a key member of the major incident team and undertake the duties of the Trust’s Fire Controlling Officer for the site as a whole during a fire event.

Assist/liaise with the Emergency Services and Utility Suppliers for all incidents.

In the event of an electrical failure monitor the emergency generators, ensure that all key plant and equipment has restarted and correct as required, monitor the site for electrical usage and advise senior staff as required, ensure that the generators are fuelled during prolonged runs and at the end of each incident.

Out of hours maintain the security of all plant, equipment and buildings under the jurisdiction of the Estates Department. Maintain secure custody of the departments key bank and access codes for various areas of the site, use these correctly for your own out of hours access to secured areas, and assist senior management, police and fire service personnel with access as required, using force where required for them to gain access in an emergency or urgent situation.

Maintain the Estates CAFM system of all incidents, reports and work undertaken during each shift, clearly indicating whether the incident is closed/work completed or if follow up is required.  Entries into the CAFM system must clearly state the date, start time and finish time (please note this could be multiple entries if other emergency work is undertaken due to conflicting priorities).

Undertake inspections and investigations as required for feasibility studies, pre installation surveys, fault finding, energy conservation, boiler and fuel efficiency and general record updates. Provide reports as required, undertaking risk assessments and method statements.

Identify and prioritise your own work load and actively participate in the operation of the CAFM system, including the checking for new work and completion of online input or paperwork required in a timely manner.

Use all relevant tools, from fine small tools up to large power tools, instruments and equipment within safety guidelines as necessary for the completion of works including, installation, repair, adjustment and commissioning.

Trouble shoot and repair faults daily using specialist knowledge. Responsible for the routine issue of some Departmental `permits to work`.

Liaise closely with all Trust staff, Ward Nurse Managers, Heads of Departments etc, providing Estates related technical guidance where required or when requested. Advise and liaise with senior managers on call for site specific problems, major and serious incidents, including appraising staff regarding occurrences that are problematic or contentious. The Shift Engineer will need to negotiate with such staff for the facility to carry out repairs and to keep staff informed of progress of the repairs.

Drive the Works Departments or other Trust vehicles to move materials and equipment around the site, or when instructed to attend other Trust property off site.

To be able to work on your own or as part of a team, make risk-based decisions (including dynamic risk assessments) and prioritise own work, integrating this in to the overall work of the team and department.

In the event of a lift, containing passengers, breaking down safely release passengers trapped inside lifts.

Undertake shift handover and give/receive briefing to/from other Building Services Engineering staff, leave clear information of any problem encountered for Estates Officer / line manager for follow up and for record purposes.

To participate in the training of junior staff and apprentices to ensure they receive work experience, upskilling and competency-based task training.

Attend and participate in Estates Meetings as required.

Act in the capacity of Authorised Person Ventilation and undertake AP duties including, the supervision of AHU verifications, the supervision of fire damper testing and the supervision of out of hours AC PPMs.

Act in the capacity of Authorised Person Medical Gas and undertake duties including low risk permits.

Act in the capacity of Competent Person Ventilation, take responsibility and undertake all Air Handling Unit PPMs, action remedial work as required, and order consumables and spares as required.

Act in the capacity of Competent Person Decontamination, take responsibility and undertake all weekly tests in HSDU, Pathology and Endoscopy.  Work with contactors to undertake service visits, facilitate insurance inspections.

Act in the capacity of Competent Person Low Voltage, carry out first line fault repairs or make safe within your competency.  Be present for all generator tests and resets.  Undertake emergency switching as required and under the instruction of the Authorised Person Low Voltage.

Act in the capacity of Competent Person Mechanical, carry out first line fault repairs or make safe within your competency.

Act in the capacity of Competent Person Water, carry out first line fault repairs or make safe within your competency.

Co-ordinate and issue all site fire alarm permits on a daily basis, manage and plan the fire alarm requests process.

  • The following NHS specific training will be provided and must be undertaken in the first 12 months of post. a) HTM 01 - Competent Person Decontamination (15 Days) b) HTM 02 - Authorised Person Medical Gas (5 Days) c) HTM 03 - Authorised Person/Competent Person Ventilation combined (5 Days) d) HTM 04 - Competent Person Water (2 Day) e) HTM 06 - Competent Person LV (1 Day) f) Mechanical and Pressure – Competent Person pressure systems – (1 Day) g) Boiler operator training (1 Day)
  • Willingness to undertake further relevant training as required.

  • Extensive experience in Hospital Engineering legal, statutory and non-statutory legislation and guidance (e.g.firecode, estate code,safe code, factories acts and associated regulations).
  • Experience and use of computerised building management systems and facilities management systems.
