Job overview
We are seeking a highly experienced and motivated Emergency Planning & Liaison Officer to lead our Emergency Preparedness, Resilience and Response (EPRR) and police liaison agenda.
The successful candidate will be responsible for the delivery of the EPRR function, building resilience into the preparedness of the Trust, to respond to and recover from incidents. You will be an expert in emergency planning and business continuity and confident in advising and guiding senior leaders in the Trust.
The postholder will be the designated single point of contact for the Police, managing ad-hoc requests, outside of the service provided by the Disclosure Team. You will also work with senior police officers and Trust Leaders, in relation to sensitive investigations.
This is an exciting time to join University Hospitals Plymouth NHS Trust, as we build our new Emergency Department, open an additional Urgent Treatment Centre and implement our Electronic Patient Record. These are once in a generation changes for our NHS in the South West and you will integral to these, building resilience into future services

Detailed job description and main responsibilities
Emergency Planning
1) Act as main point of contact and recognised source of specialist advice and guidance within the trust on EPRR and Police related matters.
2) Lead on the formulation and implementation of emergency plans, for an integrated approach to managing major incidents, critical and business continuity incidents that may affect the operation of core services. Ensuring plans are robust, are regularly reviewed and up-dated.
3) Provide structure and advise Care Groups and Corporate Functions in the development, validation, testing and review of Business Continuity Plans.
4) To develop and raise the profile and awareness of emergency and business continuity planning across the Trust. Working with Care Groups and Corporate Functions, ensure that business continuity plans are in place in support of clinical and non-clinical activities.
5) To represent the Trust and actively participate in the Devon, Cornwall & Isles of Scilly Local Resilience Forum (DCIoS LRF) including Local Health Resilience Partnership business management group, and associated work streams.
6) Interpret legislation and guidance and advise senior leaders of the associated implications for the Trust.
7) To manage and co-ordinate the Trust’s Incident Co-ordination Centre, ensuring it is maintained in an operational state of readiness and emails are monitored and actioned appropriately.
8) Working with colleagues in the Emergency Department and Nuclear medicine, assist and help maintain the Trust’s CBRN response capability including ensuring equipment is inspected and fit for purpose.

Person specification
Knowledge & Experience
Essential criteria
- Highly developed proven knowledge of legislation and guidance in relation to emergency planning, civil contingencies and business continuity
- Demonstrable experience of emergency planning, plan creation and business continuity
- Demonstrable experience of design, development and implementation of training and exercise programmes
- Demonstrable experience in working with partner agencies on sensitive issues
Desirable criteria
- Member of appropriate Professional Body eg Emergency Planning Society, BCI
- Demonstrable experience of CBRN incident response planning & training
Qualifications
Essential criteria
- Degree in Emergency Planning, Risk or Disaster Management or
- Diploma in Health Emergency Preparedness, Resilience and Response and extensive equivalent experience in both EPRR and Business Continuity in healthcare
- Proven evidence of continuous professional development
Desirable criteria
- Teaching / instructor qualification
Aptitude & Abilities
Essential criteria
- Excellent written and verbal communication skills
- Ability to succinctly and effectively brief Executive and senior managers with regard to emergency planning and business continuity
