Job overview

The post-holder will support the provision of a high quality and professional procurement service across the Trust.  The post-holder will manage the Materials Management and Receipt and Distribution team on the relevant site, maximising the benefit to the Trust of the service. The post-holder will report to the Head of Supply Chain.

Main duties of the job

·       To provide detailed operational informational to staff and managers regarding the Materials Management service.

·       Act as an expert on materials management processes and procedures, promoting the benefits and advantages to departments not currently using the service in order to further expand the service.

·       Liaise with NHS Supply Chain and other external suppliers regarding orders and dealing with discrepancies, complaints and returns as required.

·       Liaise with internal departments, NHS Supply Chain and external suppliers regarding product changes and changes to product availability.

Detailed job description and main responsibilities

·       Ensure the effective and efficient delivery of a high quality and comprehensive Materials Management service to the Trust.

·       To manage the receipt and distribution of all goods coming into the Trust ensuring that the processes in place are compliant with finance and procurement standards and proposing improvements where required

·       Apply best practice for inventory management – stock rotation, supply route, optimum stock levels, effective and timely stock taking for all items on Materials Management and procurement of goods to obtain best value for money for the Trust, working within the public sector policy and legal framework.

·       Ensure that a regular programme of stock holding is undertaken in areas supported by Materials Management to determine if any changes are needed to stock levels.

·       Monitor spend across the Materials Management sites and identify and implement cost improvement initiatives.

·       Lead and support product evaluations as required for products managed through the Materials Management service.

·       Identify, investigate and extend the Materials Management service ensuring the optimum use of staff and resources and support the location / relocation of stock for existing and / or new wards / areas through timely decanting / priming of ward storage areas.

·       Process financial information including raising requisitions, creating orders and receipting orders.  The Team Leader may sign off purchase order in line with Trust Standing Financial Instructions and Delegated Financial Limits.

·       Actively participate in and support the product appraisal and product selection groups within the Trust including managing the implementation of approved product changes where the products are provided through the Materials Management service.

People Management and Development

·       Manage all staff in the Materials Management team, including provision of regular supervisions and personal development. Manage all Trust HR policies including recruitment and selection of staff, induction and training, appraisal, disciplinary matters, performance management and health and well-being.

·       Ensure Materials Management Officer training and ongoing development is coordinated to enable the application of best practice, both professionally and operationally and provide guidance to ward / departmental staff on optimum use of storage space and techniques for items on Materials Management

·      Allocate work in line with department ordering and delivery schedules, in light of available resources. Review schedules on a regular basis in liaison with departments and when required propose and implement proposals to improve efficiency and work flow.

Patient Care Delivery

·       Ensure appropriate Materials Management stock is available to facilitate patient care.

Learning and Development

·       Attend mandatory training updates as required.

·       Undertake training as necessary in line with the development of the post and as agreed with the line manager as part of the personal development process.

·       Achieve and demonstrate agreed standards of personal and professional development within agreed timescales.

·       Identify own learning needs and jointly plan training requirements with your line manager

·       Participate in the Trust’s appraisal process to discuss how your role will help deliver the best possible care to our patients and help to deliver any changes in service.

Essential criteria
  • • CIPS Level 6 Professional Diploma in Procurement and Supply; OR • BA Hons Degree in relevant field e.g. Purchasing, Supply, Logistics, Business; OR • Equivalent experience within a complex, service-delivery focussed organisation.
  • • Good IT and keyboard skills with good working experience of word processing and spreadsheet packages. • Experience of automated data capture systems. • Experience of electronic requisitioning, ordering and purchasing systems. • Excellent analytical, numerical and problem-solving skills. • Able to communicate effectively, inside and outside of the organisation and with senior management. • Able to convey difficult messages e.g. product unavailability or product changes
  • • Experience of managing and developing staff. • Experience of delivering training to groups of staff. • Able to lead and motivate a team of staff.
  • • Good knowledge of supply chain management, materials management and logistics • Understanding of procurement policies and procedures.
Desirable criteria
  • Understanding of EU Procurement Legislation and Contract Law
