Job overview

Due to the  successful promotion of the current post holder,  an exciting opportunity has arisen   for the right candidate to professionally lead and manage the Hull  AMHP service.

We are seeking to recruit an enthusiastic and motivated Approved Mental Health Professional   (AMHP) who will  lead  our AMHP service which is provided by Humber Teaching NHS foundation trust  as part of our partnership arrangements with Hull City council. The post  holder  will have professional and managerial responsibility for ensuring we deliver a quality service to our population working   in partnership with a range of stakeholders  to  ensure  all aspects of the relevant legislation, are safely and appropriately implemented with a focus on prevention and strengths based practice.

The service covers the geographical area of Hull and is accountable to Hull City Council in line with other duties delegated to the Trust by the Council.

Main duties of the job

To provide assurance to the Director of Adult Services and oversight of the statutory responsibilities under the Mental Health Act for the delivery of the statutory AMHP function on behalf of Hull City Council.

To support the DASS and Humber Teaching NHS Foundation Trust in relation to AMHP provision in managing and maintenance of sufficient, appropriately trained and competent AMHP’s to ensure statutory duties are appropriately discharged.

To be responsible for implementation and adherence to the AMHP standards and relevant guidance across Hull city council and Humber Teaching NHS foundation trust such as the Code of Practice (MHA) and relevant legislation

To support the provision of social supervision for conditionally discharged people.

To ensure the social care agenda is fully Integrated into the delivery of the AMHP service in  Humber Teaching NHS  Foundation Trust

To proactively develop and influence the recovery, enablement and preventative agenda in Mental Health, developing a service that maximises the independence of people accessing the provision.

Responsible for the development and delivery of high standard AMHP practice and provision by providing strong, effective leadership supervision and management to the AMHP services.

To support AMHP’s to maintain AMHP approval and work with Hull City Council to ensure there is oversight and assurance in line with the AMHP Regulations and Key Competencies.

Detailed job description and main responsibilities

The  post holder  will  provide  day to day management and leadership of the  AMHP  service which is currently provided through a hub and spoke  model . 

This will include  all aspects of service delivery including,  undertaking MHA considerations  where appropriate,   rota management, supervision, and  providing professional advice and consultation.  

The post holder will  also provide professional leadership and development of the AMHP service  to  ensure we  continue to develop  the service and adhere to changes in the mental health legislation  and the national  AMHP standards. 

The successful candidate will need to  demonstrate  a high degree of professional knowledge and experience,  be self-motivated and able to work under pressure within a fast-paced environment. The role requires the ability to work flexibly and effectively in partnership with internal and external partners.

Person specification

Qualifications , Education and Training

Essential criteria
  • Registered Social Worker
  • Be a member of a recognised professional body and hold a current professional registration
  • AMHP qualification
  • Educated to Masters Level or be able to demonstrate equivalent knowledge or experience
Desirable criteria
  • Advanced management/leadership training/qualification or equivalent experience

Knowledge and Experience

Essential criteria
  • Detailed application of knowledge of the Mental Health Act, Care Act, Mental capacity act and other relevant policy legislation, drivers and their application to practice, Service and organisation eg. Human Rights Act, Health and Safety, Infection control
  • Detailed application of knowledge of mental health disorder and mental capacity
  • Detailed knowledge and experience of safeguarding legislation and making safeguarding personal
  • Knowledge and experience of applying and understanding of mental health legislation in relation to mental health assessments and the Local authorities’ statutory responsibilities in relation to mental health.
  • Knowledge and experience of care programme approach, adult social care assessments and personcentred planning
  • Up to date knowledge on case law in relation to AMHP practice
  • Detailed knowledge of the Ministry of Justice requirements for social supervision
  • Full understanding of national AMHP workforce plan
  • Full understanding / application of relevant practice standards. Audit within identified service area
  • Good evidence of IT skills
  • Understanding of management / leadership and organisational development
  • Member of specialist interest group or network for AMHPs
  • Knowledge and experience of policy implementation and change

  • Membership of regional/national forums
