Performance Manager

Mid and South Essex NHS Foundation Trust is the only acute hospital provider in the Mid and South Essex Integrated Care System (ICS), which is a system of health and care partners working together for our local population.
Within Mid and South Essex there are 149 GP practices, operating from over 200 sites, forming 27 Primary Care Networks and one Ambulance Trust. There are also three main community and mental health service providers who work together through a community collaborative.

Job overview
An exciting opportunity has a arisen for a highly motivated and analytical manager to provide maternity cover for our Performance Manager role. This will be a part time, home based (remote working) role, for 22 weeks.
The performance, planning & healthcare analytics directorate is at the heart of MSEFT planning, monitoring and analysis of performance. This post is responsible for managing and supporting development of the Trust’s performance management framework and the underpinning operating processes. This involves bringing together the information, relationships and governance structures within the Trust and its wider operating environment – with the aim of placing evidence-based insight at the heart of decision-making.
The post-holder will help clinical and operational managers understand their performance relative to national NHS performance priorities and MSEFT objectives. The performance function is intended to support and constructively challenge teams to understand current and likely future performance, enabling early intervention in areas of concern.
In turn, the role will give the post holder good exposure to the broad range of activities and teams across the MSEFT. The performance, planning & healthcare analytics directorate is committed to the development of all staff – and will work with the successful candidate to identify individual as well as directorate objectives to support individual growth.

Main duties of the job
- Manage and support the development of the Trust’s performance management framework and underpinning operating processes, cascading through all levels of the organisation.
- Provide expert knowledge to the organisation on quality standards, operational targets, and performance measurement and improvement methodologies.
- Support the cascade of performance information from strategic objectives and annual planning priorities, through the organisation’s structure to service level.
- Manage the rhythm of performance review meetings supported by timely, objective and predictive datasets, which cascades down through the divisional and corporate directorate structure and feeds up into the formal governance arrangements including Trust Board and sub-committees.
- Support services to report accurately, concisely, and predictively on areas of highlight or exception.
- Produce high-quality, balanced quantitative and qualitative performance products, including but not limited to Board and sub-committee reports; papers for external audiences, and ad hoc briefings. Work with key subject matter experts across the organisation to achieve commentary that is action-focused, impact-measurable, forward-looking and time bound.
- Build relationships with key stakeholder teams to produce joined-up briefings to help steer decision-making across disciplines.
- Provide professional leadership for performance analyst.
- Deputise for the Head of Performance as required.

- Educated to Masters level or equivalent level of knowledge gained through relevant work experience

- Substantial experience of working in an NHS performance OR substantial experience working in an analytics or operational role with excellent working knowledge of NHS performance management frameworks.
- Substantial experience of presenting information reports and presentations tailored to audience
Desirable criteria
- Knowledge of data protection
- Knowledge of Data Quality Issues and mitigating solutions
- Experience of translating insight into implications for stakeholders
- Thorough understanding of the process of converting data into useable information in order to advise, confirm and challenge proposed developments, solutions and their progress.

- Knowledge and experience of data visualisation and best practice to support providing actionable insights from data
- Successful management and delivery of performance related projects against formally monitored objectives and timescales

- Thorough understanding of patients flows within an acute hospital
- Expert user of Microsoft office products including advanced functions of MS Excel
